Planning Specialist III – District Four/Transportation Development/Planning and Environmental Management/Transportation Planning & Environmental Management

 

This position will prepare traffic forecasts for highway designs, develop and/or apply Transportation Travel Demand models, and manage contracts.

Annual Salary Range:

$61,364.58 - $79,412.99 

 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

Applies travel demand forecast models for the Federal Highway Administration (FHWA) mandated Urban Transportation Planning Process. Performs traffic demand forecasts using appropriate modeling procedures and tools for long and short-range transportation planning. Conducts travel behavioral and traffic characteristics surveys/analyses. Analyzes, summarizes, and interprets model outputs. Coordinates and assists in providing technical support to Metropolitan Planning Organizations (MPOs) and other model users. Develops and/or reviews project traffic forecast.

 

Analyzes performance of transportation facilities including level of service analysis, roadway segment capacity analysis, and intersection operational analysis for the proper design or modification of transportation facilities by applying appropriate demand forecast modeling and design traffic procedures. Performs other technical work including assisting with mesoscopic and microscopic traffic simulation analysis, transit ridership projections. Performs and/or reviews lane closure and detour analysis for design and construction projects.

 

Collects, processes and analyzes traffic and highway data required by the Florida Department of Transportation (FDOT) policies and procedures for the Traffic Characteristics Inventory (TCI)/Roadway Characteristics Inventory (RCI) programs. Reviews and updates the TCI/RCI database systems, develops seasonal/axle factors, generates Straight Line Diagram (SLD), etc. Supports the production of high quality digital and hardcopy maps for projects and as requested. Provides technical engineering assistance with mapping in support of Geographic Information Systems (GIS) applications. Manages GIS database, supports office GIS efforts and coordinates with other District GIS initiatives. Provides input regarding data collection activities on studies managed by other FDOT offices.

 

Performs monthly edits and quality control measures to ensure that the TCl/RCI data meets FDOT official timeliness and accuracy standards. Coordinates with FDOT Central Office, other FDOT Offices, local government agency data collection programs, and consultants regarding the data collection requirements and sharing of data while identifying opportunities to refine data collection processes. Responsible for meeting FDOT requirements for Quality Assurance Reviews (QAR) and District Quality Evaluations (DQE).

 

Manages Districtwide TCI/RCI/Data Management and Travel Demand Modelling contracts. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria. Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts. Coordinates preparation of project-specific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance. Coordinates, reviews and approves invoices. Prepares, coordinates and negotiates Supplemental Agreements as required. Serves on Technical Review Committee (TRC) in consultant acquisition.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Travel behavior and demand forecasting, capacity analysis, and multi-modal performance measurement analysis.
  • Statistical analysis principles.
  • Practical experience of geographic information systems (GIS) applications.

 

Skilled in:

  • Contract management.
  • Database data analysis.

Ability to:

  • Effectively communicate in both written and verbal manner on technical issues, concepts, and analysis.
  • Organize, analyze, comprehend, summarize and present data.
  • Develop and implement transportation programs.
  • Plan, organize, coordinate, and prioritize multiple work assignments to meet deadlines.
  • Establish and maintain effective working relationships.

 

Minimum Qualifications:

 

  • Five years of experience in the field of transportation, planning, public administration, engineering, or logistics.  A bachelor’s degree from an accredited college or university in the above-mentioned fields may substitute for four years of the required experience.
