The Work You Will Do:

Planning Specialist III / District Four / Transportation Development / Planning and Environmental Management

 

This position will coordinate with the District Metropolitan Planning Organizations (MPO) while representing the Department at MPO Meetings, Technical Advisory Committee Meetings, and Citizen Advisory Committee Meetings. It will also conduct pre and post meeting research, documentation, and prepare responses to ensure timely resolution of all issues.

Annual Salary Range:

$61,364.58  - $79,412.99 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

Coordinates with the District Metropolitan Planning Organizations (MPO). Represents the Department at MPO Meetings, Technical Advisory Committee Meetings, and Citizen Advisory Committee Meetings; conducts pre and post meeting research, documentation, and prepares responses; ensures timely resolution of all issues; and advises Florida Department of Transportation (FDOT) management and Central Office of issues requiring action. Reviews and screens MPO List of Priority Projects (LOPP) in preparation for the annual Tentative Work Program. Coordinates with MPOs and local agencies for clarification on project details and obtains required information and documents from MPOs and local agencies in order to program projects for funding. Facilitates the regular process of updating and amending the Transportation Improvement Programs (TIP) and State TIP (STIP) in coordination with the MPOs. Provides technical support to MPOs during development and implementation of Long Range Transportation Plans (LRTPs); reviews documents for consistency with LRTP; and requests/coordinates LRTP amendments. Coordinates with region planning entities and their respective Technical Advisory Committees (TAC); attends meetings as scheduled. Presents FDOT information; responds to inquiries from elected officials, boards, committees and staff; reviews and provides recommendations on MPO projects, documents, and tasks.

 

Manages MPO Joint Participation Agreement (JPA) and/or Consolidated Planning Grants (CPG). Monitors effectiveness of MPO programs. Ensures requirements of the State’s role in the Unified Planning Work Program (UPWP) are met; efficiently reviews monthly/quarterly MPO invoices and evaluates MPO financial risk during joint State/MPO certification reviews. Manages the State certification process where MPO work products, on-site observations at Board and Technical Committee meetings, and partner comments, are used to ascertain compliance with Federal Regulations. Reviews, analyzes, and researches legislative issues and prepares analysis of projected effect on FDOT and MPOs.

Procures and manages FDOT consultant contracts and Task Work Orders to support the District MPO program, and/or to provide project specific planning services. Develops and reviews consultant scope of services and staff hour estimates; proactively schedules and manages consultant contract resources. Conducts planning studies; coordinates implementation of planning study recommendations.

 

Actively participates in office wide business plan activities; develops annual business plan activities; and reports quarterly on progress of assigned business plan activities.

Other Job-Related Requirements:

  • This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s Rules and Department of Transportation’s invoice processing and warrant distribution procedures.

 

Minimum Qualifications:

  • Five years of experience in the field of transportation, planning, public administration, engineering, or logistics. A bachelor’s degree from an accredited college or university may substitute for 4 years of the required experience.
