This position will help plan and preserve the mobility of the State Highway System.

Your Specific Responsibilities:

Directs and supervises the planning efforts under the Transportation Planning Unit within the Planning and Environmental Management Office (PLEMO).  Develops and implements unit activities to successfully achieve a coordinated effort in the analysis and evaluation of plans, programs, and needs among stake holders (Metropolitan Planning Organizations (MPOs), Cities, Counties, other agencies, other FDOT offices, and internal/external customers.  Manages and coordinates with stakeholders regarding various transportation plans and processes (Florida Transportation Plan (FTP), MPO Long-Range Transportation Plans (LRTPs), Statewide/Regional/Districtwide plans, areawide transportation planning initiatives, Unified Planning Work Programs (UPWPs), Transportation Improvement Programs (TIPs), State Transportation Improvement Programs (STIPs), and local Comprehensive Plans) and their associated revisions and amendments.  Plans, develops, documents, and maintains communication and coordination strategies for effective implementation of various transportation plans and processes, and the Department's Work Program and transportation planning goals.  Attends meetings and oversees the coordination with Regional Planning Councils and the Department of Economic Opportunity (DEO).  Monitors effectiveness of all section-related planning programs, oversees and participates in state and federal reviews and audits, assures plans and activities supports regional, inter-regional, and state level planning strategies and goals.

 

Supervises, guides, and consults with staff on technical and innovative solutions concerning Planning functions.  Develops goals and objectives, provides strategies, and prioritizes and communicates staff work assignments.  Oversees the positions within the section and ensures equitable distribution of workload and that staff is meeting all performance and conduct standards. Conducts staff performance evaluations and performs personnel duties including development of position descriptions, approval of pay actions, timesheets, leave/extraordinary time requests, conducting coaching, counseling, training and development of staff, scheduling, facilitating, and overseeing daily assignments, special assignments, staff meetings, and team-building activities.  Maintains a positive and productive work environment through effective communications, adherence to best management practices, and implementation of the Department's policies and procedures.

 

Provides administrative and analytical support in the evaluation and implementation of transportation endeavors, project development, and new technologies.  Represents the Department at Board, Committee, Commission, Council, and stakeholder meetings.  Develops industry-wide relationships with intergovernmental and private entities, consistent with the Department’s mission and vision.  Conducts research and documents opportunities to develop and implement innovative solutions.  Supports the implementation of new technologies and processes by developing business cases and cost-benefit analyses, attending workshops and industry forums aimed at the benefits of selected innovations, and collecting feedback from practitioners and stakeholders.  Identifies and documents items of Department interest and informs appropriate parties timely.  Conducts pre- and post-meeting research and identifies the scope of Department involvement; prepares responses; and provides periodic updates.  Ensures timely resolution of inquiries and issues. Assures proactive communication and coordination among transportation planning stakeholders.

 

Serves as project manager for Department contracts for general services and planning studies (i.e.: master plans, action plans, areawide/corridor studies, feasibility studies, congestion management studies, mobility studies, livability studies, etc.) for identified facilities in areas of interest throughout the District and agreements pertaining to MPO programs and support.  Assures all contractual processing meets Department criteria.  Develops contract scopes of service and coordinates activities related to initiation, advertisement, and execution of contracts. Develops scopes of service for task work order (TWOs), reviews and approves proposals, including staff hour estimates, and coordinates execution of TWOs.  Oversees MPO and/or consultant work progress, and assures the work and deliverables meet or exceed the intent and quality of the agreements/TWOs and are in accordance with the Department's policies and programs assuring the agreements facilitate effective implementation of local and regional transportation planning goals.  Reviews and/or oversees the review of invoices and progress reports for accuracy, resolves discrepancies, and ensures they are approved/concurred within the allotted time.  Prepares, coordinates, and negotiates Supplemental Agreements as required.  Serves on Technical Review Committees (TRCs) in support consultant acquisition for professional services.

 

Develops innovative and proactive business plan goals, objectives, strategies, and activities in support of ongoing and new functional areas.  Manages, updates and reports quarterly milestones in the Planning and Environmental Management Office (PLEMO) Business Plan.  Implements initiatives consistent with the level of effort supported by Department policy.
