POSITION DESCRIPTION: Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Have’s the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff.  Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

 

Directs, oversees, monitors, and performs quality control of the unit deliverables and programs including traffic data collection, District travel demand forecasting program, project traffic forecast, and Equivalent Single Axle Loading (ESAL) forecast. Conducts and/or reviews land use, demography, capacity analysis, site impact analyses, corridor studies, level of service (LOS) analyses, right-of-way surplus and donation request reviews, studies associated with the repurposing of travel lanes, and other transportation facility needs assessments. Coordinates traffic assessments and projections with other units for project development. Provides consultation and technical advice to Department staff, municipal, county and other governmental agencies.

 

Directs, oversees, monitors, and performs quality control of the Roadway Characteristics Inventory (RCI) Program, Traffic Counts Inventory (TCI) program, Geographic Information Systems (GIS) databases and Highway Performance Monitoring System (HPMS) program for state, county, and city roads, as required. Provides coordination, guidance, and review functions for staff responsible for meeting quality and schedule requirements of the Central Office Quality Assurance Reviews (QAR) and District Quality Evaluations (DQE). Provides oversight of the District's Roadway Jurisdictional and Transfer process. Develops and implements innovative approaches to data collection and analysis of data to support the Florida Department of Transportation projects and programs.

 

Estimates and tracks Work Program funding needs to support the programs and services provided by the Systems Analytics unit. Oversees and manages contracts for professional engineering service contracts, including scope development, consultant selection including serving on Technical Review Committees, contract negotiations, progress reporting, invoice approval, consultant evaluations, and product review and delivery. Assures all contractual processing meets Department criteria. Reviews, develops, and coordinates Task Work Order (TWO) scopes of service. Reviews and approves consultant staff-hour estimates. Prepares, coordinates, and negotiates Supplemental Agreements (SAs) as required. May serve as project manager for professional services contracts.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles and practices of motivation, supervision and management. Knowledge of the long-range transportation planning process, terminology, analytical techniques, and the associated regulations. Knowledge (comprehensive) of the principles of capacity analysis. Skilled with travel demand forecasting techniques and software. Skilled with problem-solving techniques. Skilled in word processing and spreadsheet applications. Ability to lead, supervise, manage, and develop employees. Ability to establish and maintain effective working relationship with others and to work in teams. Ability to effectively communicate, in both a written and verbal manner, complex technical issues, concepts, and analysis. Ability to manage time and budgets on consultant contracts. Ability to plan, organize, coordinate, and prioritize multiple work assignments to meet deadlines. Ability to work on multiple projects with multiple priorities. Ability to interpret, analyze, evaluate, and comprehend complex data related to transportation issues.

 

OTHER JOB RELATED REQUIREMENTS:  Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s Rules and Department of Transportation’s invoice processing and warrant distribution procedures.
