POSITION DESCRIPTION: Oversee the establishment of logic driven scheduling templates as well as the creation and development of schedules for all projects including analysis, development, evaluation, and maintenance of processes and tools to manage project controls. Oversee the maintenance of all schedules for projects within the Five-Year Work Program to reflect their current status and ensure resolution of conflicts with existing production and financial commitments. Create, manage and control database functions of scheduling projects. Review and analyze schedules to identify potential advanced and extra production opportunities, along with the quality assurance of scheduling tools, training, and coordination of data and processes within Program Management Office.
Coordinate the development, maintain, and track of the Annual District Agenda Package commitments with involvement from all required supporting offices. Serve as the primary liaison among the District Directors and Central Office staff on Production Management matters. Maintain this information throughout the Fiscal Year and create tools to produce required reports, mpas, and correspondence.
Perform highly advanced engineering and technical work, including independent engineering analysis, in the development, evaluation, and maintenance of processes and tools to manage project controls for projects in the Five-Year Work Program. Responsible for the planning, resource allocation, implementation scheduling, Quality Assurance of tools, requirements verification, training and operational coordination of data and processes to manage project controls for Capacity Improvement, Resurfacing and Rehabilitation Bridge Replacement, Bridge Repair and other Transportation Facility Improvement projects. Effectively communicate and coordinate with stakeholders and technical staff while ensuring the preservation and integrity of the engineering process. Coordinate with other offices in the use of disparate means and methods to attain homogeneous and coherent practices and data across disciplines. Evaluate and bring any proposed changes causing conflicts with existing engineering processes, production commitments or financial commitments to the attention of the District Program Services Administrator.
Coordinate with department managers of functional areas including Planning, Environmental Management, Professional Services, Design, Structures, Utilities, Drainage, Project Management, Materials, Survey, Mapping, Right of Way, Traffic Operations, Construction, Maintenance, and Public Transportation Operations to establish engineering and managerial guidelines for PSEE users. Input and manage the assignment of user privileges in PSEE for the District. Provide assistance to users when problems and/or concerns with the PSEE application arise and provide feedback to the development teams regarding these issues. Coordinate, develop, and present PSEE training material to PSEE users in the District on current and new procedures and tools as needed. Act as the District liaison for all PSEE product development with Central Office.
Oversee the establishment, generation, and distribution of reports from scheduling related databases for District Directors, Department Managers, project managers and staff as requested. Serve as the custodian of rules applicable to District Production practices. Create, monitor and review the monthly update reports.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of the engineering specialty area of scheduling and project management. Knowledge in structuring and classifying information. Skilled in Oracle Primavera software applications. Skilled in Microsoft Office products. Skilled in developing presentation materials. Ability to communicate effectively, verbally and in writing. Ability to establish and maintain effective working relationships with others.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and four years of relevant employment experience. An Associate’s degree from an accredited college or university can substitute for two years of experience or a Bachelor's degree from an accredited college or university can substitute for 4 years of experience.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
