POSITION DESCRIPTION:  Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.  Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.  

 

Directs and oversees the Project Development phase processes to successfully achieve a coordinated effort among various Department Offices and external customers. Manages the project scoping process. Identifies candidate projects and schedules project scoping activities. Develops detailed project scope and initiate programming supporting the District's Work Program. Develops, documents, and maintains project development strategies for the District's production activities. Identifies and receives deliverables needed to avoid delays in the production process.

 

Manages and provides quality assurance for the Project Development unit activities including, Air and Noise Analysis and Abatement program, Efficient Transportation Decision Making (ETDM) screenings and Public Engagement during Project Development & Environment (PD&E) phase. Develops project schedule using Department’s guidelines. Manages work activities and ensures quality deliverables are available prior to beginning the PD&E phase. Maintains appropriate work environment through effective communications, adherence to best management practices, and the Department's policies and procedures.

 

Serves as project manager for consultant contracts. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria. Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts. Coordinates preparation of project-specific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance. Review deliverables for completeness and quality; and assures consultant work meets the scope and intent of the task work order. Coordinates, reviews and approves invoices. Prepares, coordinates and negotiates Supplemental Agreements as required. Serves on Technical Review Committee (TRC) in consultant acquisition for professional engineering services.

 

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of Department policies and procedures. Knowledge of the Department’s Design Standards, Standard Specifications, Highway Safety Manual, and Federal Highway Administration directives. Knowledge of principles, practices, laws and regulations governing the project development and design of transportation facilities. Skill in public speaking, written and verbal communications. Skill in working with the public, consultants, government officials, regulatory agencies and internal stakeholders to maintain effective working relationships. Skill in managing multiple priorities and making timely decisions. Skilled in preparing and reviewing engineering reports. Ability to review and interpret technical data. Ability to supervise people. Ability to plan, organize and coordinate work assignments. Ability to manage a contract, monitor and assess the performance of consultants

 

OTHER JOB RELATED REQUIREMENTS:  Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's Rules and Department of Transportation's invoice processing and warrant distribution procedures.
