POSITION DESCRIPTION: Directs and coordinates the quality assurance review of construction plans produced by in-house staff as well as contracted consultants. Ensures that the services provided by the quality assurance consultants contribute to the quality of the construction plans. Reviews construction plans and related documents for quality and completeness. Ensures the comments generated by the quality assurance consultants are of a technical nature and properly presented in the Electronic Review Comment database (ERC). Provides technical input to improve plans quality by avoiding historical design errors. Compiles and tracks miscellaneous scheduled dates for Final Plan’s production processing plus performs monthly project schedule updates.
Serve as the program's primary quality assurance contract negotiator and mediator. Develops work scopes/task work orders for quality assurance consultant reviews and design support services, including the development of staff hours. Monitors the consultant's work efforts versus available budget and ensures that resources meet needs. Ensures appropriate job-cost accounting and funds redistribution is complete and accurate. Works with the District's Work Program Unit to program continuing services/district wide contracts in the 5 Year Work Program, ensuring the full term of the contract is funded as the new fifth year is brought into the program. Programs new contracts as current contracts expire and encumbers funds for operating budget requiring District and Central Office approvals. Generates scope of work for acquisition of quality assurance consultant contracts. Includes all related work for advertisement, evaluation, selection, and utilization of the consultant contracts. Processes, checks, and certifies invoices for work performed by the quality assurance consultants.
Establishes and/or updates construction costs on all projects including complex and/or specialized projects in the Department’s Work Program utilizing the Long Range Estimating (LRE) System or Design Quantities & Estimates (DQE) System. This requires obtaining the latest scope of work for the project and determining unit prices based on the latest cost data and trends available. Assists with Work Program coordination and other offices/departments engagement during development of the construction cost estimate.
Reviews pay item requests, including requests to clarify use of an item in a project specific context. Reviews requests to open/activate existing pay items within the Basis of Estimates (BOE) structure. Reviews requests to establish new pay item groups and associated specs/standards. Share pay item usage knowledge and lessons learned with Consultant and In-house Designers for the District. Share pay item issues, lessons learned and best practices with Central Office. Assists with identifying plan notes and pay item notes that are redundant or conflict with the Standard Specifications and Basis of Estimates. Assists with the initial and final reviews of consultant prepared specifications packages and ensures packages are completed in accordance with Department procedures as needed.
Assist with uploading all Production submittals into Project Suite Enterprise Edition (PSEE) and distributing to Final Plans staff for review. Assists with ensuring Contract Plans packages are correct and submitted in a timely manner to the appropriate contracting office. Assists with ensuring information is processed and forwarded to meet established deadlines for all contract plans packages and specifications packages, along with maintaining an accurate logging system of critical project delivery completion and milestone dates.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, and techniques of highway design. Knowledge of professional services practices and procedures, including authorizations, invoicing, and amendments. Knowledge of the department's work program to establish accurate coordination on projects under the quality assurance consultant contracts. Knowledge of the Plans Preparation Manual (PPM) /Florida Design Manual (FDM). Construction Project Administration Manual (CPAM). Design Standards/Standard Plan. Knowledge of the standard specifications, technical special provision, supplemental and developmental specifications, preparation and practices used by Florida Department of Transportation for construction contracts. Knowledge of cost estimating for highway construction. Skill in the use of computer software such as Microsoft Office programs and department mainframe applications. Skill in communication, including verbal, written and active listening. Ability to read and interpret engineering design plans and specification packages for accuracy and quality while simultaneously identifying conflicts between plans, specifications and pay items. Ability to identify and resolve potential problems and set priorities. Ability to establish and maintain effective internal and external working relationships. Ability to plan, organize, coordinate and perform multiple work assignments based on established priorities; Ability to be proactive, work independently, and make decisions.
OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of section 215.422. F.S. related State Comptroller's rule and Department of Transportation's invoice processing and warranty distribution procedures.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and four years of relevant employment experience or; an Associate’s degree from an accredited college or university and two years of relevant experience or; a Bachelor’s degree from an accredited college or university.
