The Work You Will Do:

Rail Administration Engineering Specialist III – District Four / Transportation Development / Modal Development / Plans and Programs

 

This position manages and performs engineering work for design projects with general supervision.

 

This position also develops contract scope of services and coordinates activities related to initiation, advertisement and execution of contracts.

Annual Salary Range:

$55,667.25 - $72,039.97 

 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

Manages and performs engineering work for design projects with general supervision. Manages the conceptual planning and identification of Rail Corridor Improvement projects and provides for design and production assistance of complex preliminary engineering plans, corridor studies, environmental reports, and other preconstruction tasks as assigned. These projects are assigned to consultant firms and are characterized as crossing multiple discipline areas with similar or related functions, utilizing new or multiple project management techniques, possessing an increased level of project visibility, impact, and risk, and requiring reporting and communication with the department’s senior management. Updates production project schedules in maintaining overall work program goals. Coordinates phases of work between consultants and other disciplines (Right of Way, Design, Traffic Operations, Planning, etc.) to maintain schedules and project production dates. Ensures consistency with future corridor needs and department commitments to the public, municipalities, and permit agencies.

 

Develops contract scope of services and coordinates activities related to initiation, advertisement and execution of contracts. Coordinates with discipline project managers for the preparation of project-specific scope of services, staff hour estimates, consultant staff hour negations, contract execution and maintenance. Reviews and approves invoices. Prepares, coordinates, and negotiates Supplemental Agreements as required. Coordinates with Professional Services Unit to ensure all contractual processing meets the Department’s criteria.

 

Oversee the production activities for rail projects that include Crossing Resurfacing, Rail Grants, and projects along the South Florida Rail Corridor in coordination with each Project Coordinator. Ensuring that the production schedule is met monthly.

 

Assist in coordination of projects with rail involvement with local agencies and interested parties and the Department’s Planning Organization Coordinators. Attends local and statewide meetings. This position requires the use of a DOT vehicle to attend meetings, collect information, and to conduct field reviews.

 

Participates in developing business plan goals, objectives, and activities related to rail and transit development initiatives. Updates, develops, and reports on corresponding quarterly objectives and activities on the Office of Modal Development Business Plan.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Multimodal project development.
  • Engineering concepts, terminology, principles and the Department’s design manual, design standards and the Federal Highway Administration Directives.
  • Engineering design, construction, production and/or operations.
  • The Department’s production process for developing and delivering Work Program.
  • Professional Services and contractual services procedures.

 

Skills in:

  • Contract management.

 

Ability to:

  • Analyze and interpret engineering data.
  • Perform technical engineering inspections.
  • Plan, organize and coordinate work assignments.
  • Communicate engineering information effectively.
  • Establish and maintain effective working relationships with others.

 

Minimum Qualifications:

  • Four years of experience in the field of transportation, planning, public administration, engineering or logistics. A bachelor’s degree in one of the above-mentioned fields from an accredited college or university can substitute for four years of the required experience.
