Rail Administration Specialist IV – District Four / Transportation Development / Modal Development / Plans & Programs
This position manages large-scale transportation planning and development projects of multimodal, multijurisdictional, and high-profile projects, including transit, rail, intermodal and other transportation modes.

Annual Salary Range:
$70,477.78 - $91,206.54
A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
Your Specific Responsibilities:
Manages large-scale transportation planning and development projects of a multimodal, multi-jurisdictional, and high-profile projects including transit, rail, intermodal, multimodal and other transportation modes. Responsibilities include: coordination between multiple stakeholders to develop project support and participation, scopes of work, budgets, finance plans, consultant acquisition, contract negotiations and supplemental agreements coordinated with Procurement invoice approval; liaison with elected officials and board, agency staff, special interest groups, civic organization, and the public, formal presentations to elected boards and public organizations, coordination with resource agencies, private development, private transportation companies, utilities, land owners, and federal agencies, technical writing, oversight and review, and leadership of project teams and committees.
Provides technical support with development and implementation of transit and multimodal projects of the department or other agencies including participation in advisory, technical and steering committees, providing technical reviews, leading multi-agency and multidisciplinary task teams, and coordinating with stakeholders, resource agencies, providing development community, transportation companies, and utilities. Oversees and reviews consultant work to ensure the preliminary engineering and environmental documentation is in accordance with the American Association of State Highway and transportation Officials (AASHTO) and National Environmental Policy Act (NEPA) requirements. Reviews engineering studies, conceptual plans, environmental documents, and other materials pertaining to multimodal projects.
Manages and performs engineering work for design projects with general supervision. Manages the conceptual planning and identification of corridor improvement projects and provides for design and production assistance of complex preliminary engineering and preconstruction activities for transit and passenger rail projects including corridor studies, environmental reports, and other preconstruction tasks. These projects are assigned to consultant firms and are characterized and crossing multiple discipline areas with similar or related functions, utilizing new or multiple project management techniques, possessing an increased level of project visibility, impact and risk, and requiring reporting and communication with department senior managements. Updates production project schedules in maintaining overall work program goals. Coordinate phase of work between consultants and other disciplines (Right-of-Way, Design, Traffic Operations, Planning, etc.) to maintain schedules and production dates. Ensures consistency with future corridor needs and department commitments to the public, municipalities, and permit agencies.
Participates in developing proactive business plan goals, objectives, and activities related to transit development initiatives. Updates, develops and reports on corresponding quarterly objectives and activities on the Office of Modal Development business plan.

Knowledge of:

- Engineering design concepts and principles
- Professional services and contractual services procedures
- The Department’s design manual, design standards, standard specifications, and the Federal Highway Administration directives
- The Department’s production process for developing and delivering the Work Program
Skills in:
- Reviewing and interpreting technical data
- Contract Management
Ability to:
- Establish and maintain working relationships with consultants, government officials and regulatory agencies.
- Utilize engineering skills to identify and resolve issues necessary to implement solutions to meet project quality and schedules.
Minimum Qualifications:
Six years of experience in the field of transportation, planning, public administration, engineering or logistics. A bachelor’s degree from an accredited college or university in one of the above-mentioned fields can substitute for four years of the required experience. A master’s degree from an accredited college or university in one of the above-mentioned fields can substitute for six years of the required experience.
