Description: The Florida Department of Children and Families (DCF) is seeking an experienced, mission-driven Operations Manager to provide leadership and oversight for the Southeast Region’s Economic Self-Sufficiency (ESS) Program. This position plays a critical role in driving operational excellence, ensuring high-quality service delivery, managing staff, and supporting strategic initiatives that help Florida families achieve stability and self-sufficiency.

The Operations Manager serves as a key leader responsible for supervising regional ESS operations, coordinating program activities, ensuring policy compliance, and strengthening relationships with community partners and stakeholders.

 

Location: The position is available in the Southeast Region headquartered in Broward with travel throughout the region (Broward, Palm Beach, St. Lucie, Martin, Indian River and Okeechobee counties). Annual Salary: $75,000.12. Internal salary appointments are determined according to DCF Salary policy

 

JOB DUTIES & RESPONSIBILITIES

 

Communication & Stakeholder Engagement

  • Demonstrates, models, and reinforces the Department’s vision, mission, and values in all interactions.
  • Ensures coordination of client services and operational support throughout the region.
  • Participates in advisory boards, workgroups, committees, and community activities.
  • Collaborates with internal and external stakeholders to strengthen ESS service delivery.
  • Responds to inquiries, requests, and complaints from clients, partners, and community members.

Leadership & Supervision

  • Provides direct supervision, leadership, and guidance to assigned managers and staff.
  • Ensures personnel actions comply with State Personnel Rules and Department policies.
  • Fosters a workplace culture that promotes innovation, creativity, accountability, and high performance.
  • Serves as the Regional Hiring Manager for ESS critical class recruitment and selection activities.

Program Planning & Development

  • Ensures the region maintains a comprehensive, effective ESS service delivery model.
  • Leads regional redesign and modernization efforts in coordination with Headquarters and regional leadership.
  • Conducts readiness assessments and provides ongoing technical assistance to local service centers.

Monitoring & Performance Oversight

  • Tracks and reports program performance to ensure targets, accuracy, timeliness, and quality standards are met.
  • Keeps stakeholders informed of operational issues, accomplishments, upcoming initiatives, and potential challenges.
  • Partners with budget and contracts teams to ensure proper stewardship of program resources.
  • Oversees the production of dashboards, statistical reports, and performance analysis.

Budget & Fiscal Management

  • Coordinates the recruitment and retention of all ESS Specialist I positions.
  • Collaborates with the budget office to ensure spending plans reflect program needs and priorities.
  • Manages regional vacancy rates, staffing levels, and resource allocations to support service delivery.

 

KNOWLEDGE, SKILLS & ABILITIES

  • Strong leadership, team-building, and supervisory skills.
  • Expertise in program operations, policy interpretation, and service delivery.
  • Ability to analyze performance data, identify trends, and implement solutions.
  • Excellent communication, stakeholder engagement, and conflict resolution skills.

  • Ability to work collaboratively across departments and community partners.

 

MINIMUM REQUIREMENTS

  • Bachelor’s degree from an accredited college or university.
  • Three years of professional experience in public assistance, human services, program operations, or related fields.
  • Two years of managerial or leadership experience preferred.
  • Equivalent combinations of education and experience may be considered.
