(System of Care Specialist)

 

This is a highly responsible and professional position that will serve as an OPS Senior Human Services Program Specialist (System of Care Specialist) within the Southeast Region Office of Substance Abuse and Mental Health (SAMH) program office. The Senior Human Services Program Specialist performs professional regulatory duties to evaluate compliance with the State of Florida's Mental Health Act, commonly referred to as the Baker Act, Chapter 394., F.S. and Florida Administrative Code 65E-5, as well as Short Term Residential Treatment Facilities under Florida Administration Code 65E-12. This includes review and compiling of responses to complaints and inquiries.

 

This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. Monitoring, technical assistance, and community outreach with a focus on enforcement of standards and requires execution in a thoroughly comprehensive manner to ensure the protection of patient rights and to ensure public health and safety.   

 

Duties and Responsibilities

  • Conducting inspections and surveys; investigate complaints, review incident reports; review of medical records, policies, procedures, corrective actions, applications, submission of documents relative to monitoring, complaints, and inquiries.
  • Provide guidance to Providers to assist them in developing plans to correct deficiencies and technical assistance for educational purposes.
  • Serve as liaison between Baker Act Receiving Facilities and all other outside parties such as Managing Entity staff and Headquarters staff.
  • Research, prepare, develop, and present data on special projects; prepares reports and formal responses with accuracy and timeliness of documentation in applicable State's electronic portals, such as Provider Licensure and Designation System (PLADS) and Incident Reporting and Analysis System (IRAS).
  • Work in tandem with other regulatory agencies and may accompany Surveyors from the Agency for Healthcare Administration (AHCA) to conduct complaint investigation on Baker Act related issues. Be able to observe critically and recognize areas of non-compliance, problems and discrepancies serving as the Baker Act subject matter expert. Works in collaboration with Managing Entities.
  • Attend community meetings, such as Managing Entity CQI and ROSC meetings.
  • Participate in the workshops and conferences relative to Behavioral Health and any other Departmental and /or regional directives from DCF Leadership.
  • Provide technical assistance, coordination, consultation, and collaboration with Receiving Facility staff to ensure unfunded patients in private Baker Act Receiving Facilities receive equity in healthcare services like those in ME contracted public receiving facilities.
  • Identify patients with high utilization of services and coordinate case conferences as needed.
  • Support the no-wrong door model of acute care to adults who have mental health or substance use disorders, or both which optimizes access to care, regardless of entry point into the behavioral health system of care.
  • Execute required administrative responsibilities timely with minimal guidance, including mandatory trainings, timesheets, and assignments based on established due dates.
  • Ability to work independently, autonomously and demonstrate independent thinking when setting priorities, in planning and execution of job functions that evidences self-direction while keeping supervisory staff appraised of activities.
  • Review work and data with an emphasis on process improvement within the adult system of care.
  • Demonstrate professionalism in the coordination and collaboration of work functions with external and internal customers.
  • Preparation of documents will evidence attention to detail, accuracy, and timely submission when deadlines are assigned.
  • Communications in representing the Substance Abuse and Mental Health Regional Office will represent professionalism and courtesy to both internal as well as external customers.
  • Strong ability to work with other stakeholders and demonstrate good, clear, and concise communication and documentation skills.
  • Timely follow-up and follow-through on tasks.
  • Document cases using prescribed Excel Tracking sheet.
  • Review and respond to inquiries in the general SER.SAMH. SERVICES mailbox
  • Effectively supports the Baker Act designation process as indicated by formal observation and documentation reviews, evaluates and process designation and re-designation applications correctly according to timeframes in 65E-5 F.A.C.; participates in all Baker Act education, trainings, and support of hospitals and Crisis Stabilization Units according to Chapter 394; participates in all facets related to Chapter 394 for persons being discharged or diverted from State Mental Health / Forensic facilities; other related matters having to do with Rule 65E-5, F.A.C.

  • Assist with incoming consumer / family calls/ need for behavioral health resources.
  • Ability to use a computer and available software to maintain records and prepare reports.
  • Ability to communicate effectively with others, maintain favorable public relations, work independently and inter-dependently and set priorities to meet deadlines with both internal as well as external customers
  • Efficient and effective methods and communication skills are essential in keeping with a professional work environment.

 

Minimum Qualifications:

  • Bachelor’s degree, or 2+ years of experience in related field.
  • Knowledge of Baker Act Law Chapter 394 and Florida Administrative Rule 65E-5 and 65E-12 desirable.
  • Must develop a working knowledge of the system of care and services within 3 months from the date of employment.
