POSITION DESCRIPTION: Supervises employees by communicating regularly, motivating, training, evaluating, planning, and directing employees' work. Supervises staff in the title research and title examination process as required for all land acquisition needs during the survey and mapping phase, acquisition phase, and the eminent domain process on Survey and Mapping projects, providing technical expertise when needed. Supervises staff in the preparation of title acquisition documents, making independent decisions as to the type of documents and/or level of subordinate interest releases required. Completes performance evaluations on subordinates. Ensures staff receives required training and pursues training for staff’s professional and personal development.
Manages the Title Search contracts as required, responsibilities include, the procurement, administration, invoice approval, and close-out of the contracts. Ensures all vendor invoices are paid in accordance with procedure.
Oversees the procurement of title evidence, agreements, or options to sell, providing technical expertise as needed. Provides technical expertise to document preparation personnel. Coordinates additional research required to resolve title boundary conflicts resulting from legal title versus occupation discrepancies as determined from a survey.
Ensures work is performed in compliance with Florida Statutes, Florida Administrative Code, and all applicable Department policies and procedures. Consults with eminent domain attorneys regarding title conflicts. Serves as expert witness on title matters.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles, practices, laws, and regulations governing real property title transactions. Knowledge of Department procedures, guidelines, and standards for the Offices of Surveying & Mapping and Right of Way. Skill in establishing and maintaining effective working relationships. Skill to coach, mentor, and motivate employees. Skill in verbal and written communication. Ability to read and interpret legal descriptions, maps, and plats. Ability to search county title records and interpret real property title. Ability to supervise technical and administrative staff. Ability to plan, organize, coordinate, and manage multiple projects.
OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.
