POSITION DESCRIPTION: Supervises subordinates procuring ITS devices and systems, and administering professional and contractual services contracts, Joint Participation Agreements (JPA’s) and other contracts providing infrastructure and staffing resources that support the Transportation System Management and Operations (TSM&O) program. Advised staff with regard to all aspects of TSM&O resource procurement and contract administration. Supervises staff by communicating regularly, motivating, training, evaluating and directing employee’s work. Participate in and conduct interviews for hiring and promoting subordinate employees.

 

Coordinates with TSM&O and other Department work units to ensure TSM&O resources are reliably available, meet end user needs and are cost-effective. Ensures TSM&O resource-related issues are resolved in a timely manner to avoid unnecessary delays and to meet Department needs. Includes making recommendations for improving TSM&O resource strategic planning and input to TSM&O resource-related contracts.

 

Develops TSM&O resource-related strategic plans, monitors plan implementation status and reports plan results. Develops and maintains databases and other tools to support the TSM&O program.

 

Participates in the review, selection and evaluation of consultants and contractors providing TSM&O resources. Participates in contract negotiation and periodic review and inspection of contract-related work as needed.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of concepts, terminology, principals and practice of TSM&O; Knowledge of professional and contractual services contracting; Knowledge of conflict resolution, negotiation and collaboration techniques; Skilled in using computer software applications including Word and Excel; Skilled in using problem solving techniques; Ability to analyze and interpret engineering data; Ability to communicate effectively both verbally and in writing; Ability to plan, organize and coordinate multiple work assignments; Ability to be proactive and work independently; Ability to supervise people; Ability to establish and maintain effective working relationships.
