Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire an Operations and Management Consultant-I who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.
This position is located in the Bureau of Medicaid Recipient and Provider Assistance (RPA).
RPA serves as a primary point of contact for enrolled Medicaid providers, Medicaid recipients, and members of the community with questions and concerns about Medicaid.
This position is responsible for the managerial work planning and directing a consultative program to ensure coordination and efficiency among administrative, program and operational aspects of the Chief’s office.
The employee in the position allocated to this class exercises independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.
• Leads the administrative functions such as physical facilities, personnel, and financial management.
• Consults with staff to determine areas of concern and possible solutions to problems in the bureau.
• Informs the chief on problems and policies related to bureau operational issues.
• Assists in coordination of activities with other organizational entities within the bureau.
• Performs related work as required.
The incumbent in this position will be responsible for strategic review and revision of bureau policies; development and implementation, provision of technical assistance and training for bureau staff related to information from the office of the bureau chief; development and implementation of bureau monitoring and evaluation activities.
The incumbent in this position will be responsible to maintain up-to-date knowledge about the functional responsibilities of the bureau sections/units, the Florida Medicaid program, pertinent statutes, Florida Medicaid state Plan, Florida administrative rules and federal regulations affecting the Medicaid program.
The incumbent in this position will have primary responsibility for the following: developing, implementing and maintaining standardized policies and procedures for the bureau (in consultation with the Bureau Chief), communicate, conduct training and provide assistance to bureau staff as necessary, related to bureau processes and procedures, coordinate development and monitoring of the bureau budget (in consultation with the Bureau Chief), including staying abreast of changes in protocols and processes, and communicating the changes to the chief timely.
Oversee the bureau’s personnel and administrative functions to include:
• advertising
• hiring, and disciplinary actions
• developing and maintaining performance expectations
• review, and approve of timesheets
• oversee and approve all MyFlorida Market Place (MFMP) purchases along with invoices related to all office equipment and
bureau supplies
• tracking of field office budget and expenses and assisting with annual expense predictions for upcoming fiscal year
The incumbent in this position will lead coordination efforts of all Field Office administrative support staff, and perform reviews of assignments for grammar, consistency, and formatting to ensure assignments comport with bureau and Agency style and writing guide(s).
The incumbent in this position will manage and track the coordination of all assignments for the bureau, perform screenings and reviews of vacancies for the bureau and develop or maintain scoring processes, and assist with new employees being accumulated to the Agency, bureau and their new position.
The incumbent in this position will assist with special projects, as assigned by the bureau chief, and serve as delegate for certain administrative meetings, functions and when the chief is out of the office or when necessary.
The incumbent in this position will serve as coordinator of the bureau outreach team to include coordination of quarterly material review, first level review and approval of outreach requests.
Other duties as assigned.
This position will report to the Fort Myers Field Office and will be hired at the rate of $2,016.04/biweekly and is non-negotiable.
This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

MINIMUM QUALIFICATIONS REQUIREMENTS
PREFERRED QUALIFICATIONS:
Experience with monitoring operational activities to meet specific measurable service objectives to assure compliance with statewide operations goals.
Experience with administrative and consultative work involving identification and resolution of operational and management problems for an agency.
Experience with budget tracking, procurement procedures, human resources, facilities management and safety procedures.
Experience with collecting data and producing operations reports for management review.
