*This is an open fulltime Select Exempt Service (SES) Distributed Computer Systems Analyst II (I.T. Manager) position at the Department of Health in Lee County.*

 

This position manages the operations of the Information Technology Department for the Department of Health in Lee County. This position is under the direct supervision of the manager of Administrative Services, class title Administrative Service Director II – SES. This position participates in the department’s strategic management process which includes the planning, implementation, and allocation of the Information Technology program resources – financial (budget), staffing, materials, supplies, and equipment.

 

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position is the DOH-Lee IT Disaster Recovery Coordinator and is responsible for planning and directing the detailed information technology activities before, during, and after a disaster.

 

DUTIES:

  • Provides technical and administrative assistance for all agency applications and systems used by end-users including the hardware, software and communication components.

 

  • Ensures the standard implementation of policies, procedures and systems operations with local computer support personnel.

 

  • Establishes methods and procedures for use of data and voice systems.

 

  • Interfaces with agency staff, other state agencies, and external partners to ensure existing systems and planned changes meet functional, compatibility, and security requirements.

 

  • Coordinates with agency management for the acquisition of and contracting for hardware, software, and services (including maintenance).

 

  • Conducts audits to evaluate the effectiveness and efficiency of data and voice systems.

 

  • Evaluates and selects vendor packaged software or custom written packages from agency or external sources when appropriate.

 

  • Administers the client queue management system. This includes collaborating with program managers to design effective client flows and liaising with software vendor for system changes and problem remediation.

 

  • Liaises with agency technical staff and local program managers to coordinate changes to the electronic medical records systems.

 

  • Serves as a web manager for DOH-Lee. Updates content on lee.floridahealth.gov. Manages security and updates content on SharePoint sites.

 

  • Manages the data and voice architecture for DOH-Lee as prescribed by agency policies, initiatives, and objectives. This includes, but is not limited to, VoIP desk phones, voice mail, analog lines, e-fax, call menus and routing, monitoring network traffic, maintaining DHCP scopes, and coordinating the installation of new hardware.

 

  • Handles highly sensitive complaints, inquiries, and emergencies.

 

  • Represents DOH – Lee County in areas concerning the Information Technology Department, through participation with agencies from state, county and municipalities, and community agencies and businesses. Attends and participates in department professional and managerial conferences and meetings.

 

  • Maintains appropriate equipment inventory levels to support business operations.

 

  • This position has the responsibility of being the Information Custodian for the Information Technology information set and will perform related duties as defined in DOHP 50-10.

 

  • Performs other duties as assigned.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.
  • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.
  • This position has the responsibility of being the Local IT Disaster Recovery Coordinator and will perform related duties as defined in DOHP 50-10.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.
