This is a full time Other Personal Services (OPS) Government Operations Consultant II position with the Department of Health in Lee County.

Your Specific Responsibilities:

DUTIES AND RESPONSIBILITIES

This position is responsible for analyzing and developing processes related to HR actions within the Department of Health in Lee County. The incumbent will assist supervisory staff in maintaining a cohesive organizational structure by reviewing processes and providing guidance pertaining to recruitment and classification actions.

 

Collects and analyzes job, organizational, and occupational information and makes recommendations for position descriptions.

 

Provides guidance to supervisory staff regarding knowledge, skill, and ability requirements for employees.

 

Establishes employment assessment standards. Assists in the development and administration of pre-employment skill assessments.

 

Gathers information from publicly available salary surveys to determine the prevailing competitive salary structure and prepares recommendations.

 

Works with Administrative Services staff to improve onboarding experiences for new employees

 

Performs root cause analysis and develops plans to improve employee retention.

 

Reviews classification requests to ensure organizational integrity is maintained.

 

Works with supervisors and the training coordinator to develop training plans based on organizational competencies, position requirements, and skills gap analysis.

 

Works with supervisors to ensure that position descriptions are written in a standardized and consistent manner.

 

Assists supervisors in implementing best practices related to recruitment, interviewing, and organizational structure.

 

Develops and maintains written procedures.

 

Performs other related duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of principles, practices, and procedures related to staff recruitment and retention
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
  • Knowledge of standard business formats and styles for letters and business forms
  • Skilled in the use of a computer
  • Skilled in the use of Microsoft Word
  • Ability to organize and maintain computer-based filing systems
  • Ability to plan, organize, and prioritize work assignments
  • Ability to communicate effectively verbally and in writing
  • Ability to understand, interpret, and apply rules, regulations, policies, and procedures
  • Ability to lift and carry up to 20 pounds as needed
  • Ability to use logic and analysis to identify the strengths and weaknesses of different approaches
  • Ability to review data for accuracy and completeness
  • Ability to work independently or with minimal supervision

 

Qualifications:

A bachelor’s degree from a U.S. accredited college or university and two years’ experience in human resources; or an associate’s degree from a U.S. accredited college or university and four years’ experience in human resources.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Incumbent must possess a valid Florida Driver’s License and have a motor vehicle to carry out these duties.
