This is a Career Service Planner II position working in the Lee County Department of Health.

 

The Public Health Preparedness Planner II is a highly responsible position reporting to the Public Health Services Manager A - SES for the Florida Department of Health in Lee County (DOH-Lee). The incumbent assists in the development, coordination, and implementation of plans, programs, and systems for public health emergency preparedness; develops Homeland Security Exercise and Evaluation Program (HSEEP) compliant training and exercises for the County Health Department; updates and coordinates local plans in response to after-action reports; and reviews external comprehensive emergency management plans (CEMP) for regulatory compliance. 

 

Public Health Preparedness Planner

  • Assists with meeting all related preparedness accreditation standards and program deliverables
  • Attends meetings, conferences, and workshops related to emergency preparedness and produces appropriate summaries and reports.
  • Maintains and organizes the electronic inventory management system.
  • Reviews external comprehensive emergency management plans (CEMP) in accordance with statutory regulations
  • Provides emergency preparedness outreach and education to local groups
  • Reviews and edits Emergency Operations Plan and Annexes, as assigned by the program director.
  • Assist in the development, operationalization, implementation, maintenance, review, and update of public health emergency response plans and procedures
  • Provides guidance and technical assistance to department directors on preparedness practices and principles.
  • Participates in preparing and administering preparedness trainings
  • Ensures Integrated Preparedness Plan is updated annually
  • Assists in movement and management of logistic inventory
  • Assist department/division heads with Continuity of Operations Plans (COOP) development and training

 

Public Health Preparedness Operations

  • Assists in coordinating and directing emergency management planning and operations during emergency situations.
  • Serves as secondary group manager for the warning/emergency and notification system. Conduct drills of notification system. Prepare and send message during an incident
  • Serves as a member of the department’s incident management team (e.g., Planning Section Chief or Special Needs Shelter Branch Director).
  • Maintain, organize, and classify residents on the Special Needs Shelter Registry list
  • Participates in the after-incident reviews and evaluations. Prepared emergency status reports that describe response and recovery efforts within DOH-Lee
  • Oversight of the Special Needs Shelter Client triage process and liaison to Emergency Management

 

Medical Reserve Corps Coordinator

  • Maintains active registrant list
  • Onboards new members
  • Communicate opportunities for volunteers

 

Other

  • Participate in Quality Improvement (QI) initiatives.
  • This position has the responsibility of being the Information Custodian for the Disaster Preparedness Response information set and will perform related duties as defined in DOHP 50-10.

  • Ability to organize and draft plans/reports with high grammatical accuracy
  • Capacity to work independently with minimal supervision

 

Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in-state and/or out-of-state deployment.
  • Transporting Confidential Information: This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10.
  • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • Incumbent must possess a valid Florida Driver’s License and have a motor vehicle to carry out these duties.
  • Incumbent must possess a bachelor’s degree.
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.
