Your Specific Responsibilities:

This position spends a majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position involves high-level managerial work, serving as a member of the Executive Management Team at the Okaloosa County Health Department (OCHD). Responsibilities include developing, planning, directing, monitoring, and evaluating overall medical and dental program operations and services. This position requires the use of sound independent judgment and performs public health leadership work, which involves coordinating and directing licensed, professional staff, paraprofessional, and administrative support staff. This position administers fiscal operations, such as planning budgets, authorizing expenditures, and coordinating financial reporting.

 

Develops medical/health programs for community health improvement and promotion. Implements and manages programs for the medical and dental services. Reviews and analyzes activities and data of the medical/dental services to aid in planning and to improve service delivery and utilization. Monitors the quality of care or standards of practice to ensure compliance with state and federal requirements. Develops or recommends policies and procedures to ensure effective operation of medical and dental services provided in the OCHD Develops methods to assess performance, client satisfaction, and efficiency. Gathers and assesses data and utilizes data analysis for continuous quality improvement. Involves staff in ongoing quality improvement efforts. 

 

Assures medical practice is evidence-based and incorporates the use of best practices. Conducts programmatic evaluations and writes reports of findings, recommendations, and corrective actions. Ensures accountability of all drugs and biologicals.  Assures compliance of medical services and personnel with all necessary regulations, registrations, and inspections. Compiles reports as required. Assures audits of medical records for quality improvement and compliance with local, state, and federal guidelines.  Reviews policy and procedure updates in relation to medical services in collaboration with the Medical Director. Responsible for oversight of medical records utilization and storage at both health department locations. Monitors HMS system functionality including Electronic Health Record (EHR) implementation and on-going improvements. Develops and maintains policies, procedures and training documents for ongoing EHR enhancements. Develops procedures and protocols related to patient flow and scheduling of staff and clients. Responsible for an effective and efficient system to address complaints. 

 

Assures dental practice is evidenced-based and incorporates the use of best practices. Reviews programs, services, forms, and reports, and confers with management, subordinates, and users to identify problems and improvements relating to the dental clinic. Coaches the Dental program manager to coordinate activities of staff and to ascertain unit functions, work performed, methods, equipment, and personnel. Reviews policy and procedure updates in relation to dental clinic functions in collaboration with the Dentists and Dental program managerto ensure compliance with state requirements. Ensures continued best use of all systems necessary for electronic dental health record. Monitors, tracks, and aligns Okaloosa dental activities with the Florida Department of Health (FDOH) Dental Program Performance and Self-Assessment processes. Conducts needs assessments and monitors county oral health indicators. 

 

Analyzes and plans for present and projected needs in accordance with agency objectives, community needs and available resources. Directs and ensures work links to the vision and mission of the FDOH and OCHD. Collaborates with other health care providers to provide comprehensive integrated services. Develops, negotiates, and implements public/private partnerships. Prepares and justifies budgets and monitors, analyzes, and coordinates expenditures within allocation for programs such as tuberculosis, family planning, STD, Ryan White, medication supplies, and immunizations. Develops grants, performs grant writing and/or contract management activities.

 

Serves as primary medical and dental services representative for the agency with local community and state contacts. Collaborates with other health care providers to provide comprehensive integrated services. 

 

Responsible for public health preparedness planning, training, and response coordination for the medical response by the OCHD for events as varies as hurricanes to pandemics.

 

Conducts and participates in training programs, conferences, and meetings. May be called upon to practice as a nurse performing nursing duties accordingly.

 

Performs all other duties as assigned in support of the Agency’s mission and vision.
