Your Specific Responsibilities:

This position spends a majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Position directs and oversees all Maternal & Child Services Section program operations and services including the Women, Infants & Children (WIC), Healthy Start, and Breastfeeding Education. Develops or recommends procedures and establishes evaluative or operational criteria. Manages the preparation of the status reporting of programs, services, and quality initiatives. Reviews and analyzes data related to assigned programs to aid in planning and to improve service utilization.

 

Works directly with the state WIC office to ensure local WIC operations and services are conducted according to state WIC guidelines and policies. Fosters the integration of WIC services with other Okaloosa County Health Department programs and services and appropriate state and community agencies. Communicates with persons outside the agency and represents the organization to the public while ensuring alignment of messages with the vision and mission of the Florida Department of Health (FDOH) and OCHD. Serves in a leadership role relating to health promotion and services for women, infants, and children in the community.

 

Administers fiscal operations and grants for the WIC Section and sub-programs by planning budgets, authorizing expenditures, and coordinating financial reporting. Reviews reports and records related to financial issues to assure fiscal sustainability, assures that funds are expended as planed and reports issues or concerns to supervisor or business manager as deemed appropriate.

 

Directs Special Supplemental Nutrition Program operations to include providing managerial guidance to program manager. Oversees implementation of objectives, services and procedures and ensures program operations are conducted according to State WIC Program policies and regulations. Provides direct client services to high-risk clients. Provides assessment and counseling, writes care plans, and provides follow-up as needed to meet the goals set with the client. May provide services to low-risk clients as needed.

 

Manages Breastfeeding Peer Counselor BPC) Program operations to include providing managerial guidance and to program supervisor, oversees and evaluates program objectives and goals, and works with program supervisor in the development and implementation of BPC protocols and policies.

 

Directs operations of the Healthy Start Program for Okaloosa County. Works and communicates directly with the Healthy Start Coalition leadership to ensure contract compliance, deliverables are met, and contract management activities are performed according to FDOH guidelines and policies. Provides managerial guidance to program supervisor to ensure program and staff productivity and efficiency, management of program objectives and goals, and compliance with all Healthy Start standards and guidelines.

 

Performs all other duties as assigned in support of the Agency’s mission and vision.

 

Required Knowledge, Skills, and Abilities:

  • Knows how to find essential information and identify resources
  • Uses logic and analysis to identify the strengths and weaknesses of different approaches
  • Knowledge of principals of strategic planning, resource allocation, manpower modeling, and leadership techniques

 

Qualifications:

  • Licensed as a Dietician/Nutritionist in accordance with Chapter 468, Florida Statutes, or be eligible to practice dietetics in accordance with Chapter 21M, Sections 48.001, 48.002, 48.003, Florida Administrative Code.
