The Work You Will Do:

Aggregate Specialist III / Engineering And Operations / Bureau Of Materials And Research / State Materials Office / Geotechnical Materials.

 

This position inspects aggregate materials used in FDOT projects. Inspect aggregate production facilities and operations to comply with FDOT Quality Control and Department specifications. Assist new sources with FDOT approval under the guidelines of the FDOT aggregate control program. Perform Independent Assurance evaluations and conducts laboratory testing operations, ensuring timely and accurate sample handling, testing, and reporting. Analyze materials data for procedural compliance. Perform field and laboratory testing in accordance with Florida Sampling and Testing Method (FSTM), American Association of State Highway and Transportation Officials (AASHTO), or American Society for Testing and Materials (ASTM). Responsibilities include managing sample workflows, performing and reviewing aggregate tests, analyzing results, and ensuring data integrity. The role also supports other districts with technical guidance, promotes testing consistency, and manages the quality system for lab equipment, including calibration, maintenance, and compliance with standards.

Your Specific Responsibilities:

Inspect material for compliance with Florida Department of Transportation (FDOT) specifications. Inspect facility and operation for compliance with their Quality Control plan and specification requirements. Document and report findings. Inspect laboratories for compliance with Department contract and procedural documents. Review records, procedures, equipment, and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback and technical assistance to laboratory personnel as appropriate. Document and report findings. Perform follow-up inspections, as necessary. Perform Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.

 

Review Quality Control plans, construction plans, specifications, procedures, and any other documents necessary to execute the Department's mission. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed. Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures, or negative trends.

 

Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Method (FSTM), American Association of State Highway and Transportation Officials (AASHTO), or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Obtain and maintain all qualifications necessary to perform the test in compliance with Department procedures. Perform testing that requires advanced skill or specialized training/qualification. Monitor test parameters during testing to assess validity of the data. Perform advanced analytical analysis of results. Perform critical analysis of results to determine if retesting or resampling is required. Interpret results and provide findings customers immediately as required.

 

Provide materials related technical support to customers as requested. Provide support in time to meet the customers’ needs. Provide guidance and training to customers. Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable, and repeatable.

Develop and implement in-house research. Facilitate the implementation of research findings. Perform evaluations of new products, equipment, and practices.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • The concepts, terminology, principles, and analytical techniques of construction aggregates.
  • Engineering design, construction, production and/or operations.

Skills in:

  • Operating a personal computer for word processing, spreadsheet, and database applications.

Ability to:

  • Analyze and interpret engineering data.
  • Solve problems relating to engineering.
  • Perform engineering inspections.
  • Apply engineering quantitative techniques.
  • Plan, organize and coordinate work assignments.
  • Communicate engineering information effectively.
  • Establish and maintain effective working relationships with others.
  • Move around construction sites and lift up to 50 pounds without assistance

 

Licensure/Registration/Certification Requirements:

  • Must pass or have passed Construction Training Qualification Program (CTQP) Aggregate Testing Technician.

 

Other Job-Related Requirements:

  • The incumbent of this position is required and must be willing to handle hazardous materials possessing the characteristics of ignitability, corrosivity, toxicity as defined in the Code of Federal Regulation 40, Part 261.
  • The incumbent must be trained in handling of the aforementioned hazardous materials prior to commencing work or must work only under the direct control of a supervisor who is trained in handling of such materials.
  • Travel as required by section activities.
  • The incumbent of this position is required to operate a motor vehicle in the performance of their duties.
  • This position must respond before, during, and after emergency situations.

 

Minimum Qualifications:

  • High school diploma or equivalent.
  • Prior experience using engineering or manufacturing tools, equipment and/or instruments.
  • Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications.
  • Prior experience with evaluating construction materials.

 

This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  2. any two (2) convictions of reckless driving in the past three (3) years;
  3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
