POSITION DESCRIPTION:
Manages in-house research activities both in the laboratory and field for the evaluation of new or improved asphalt materials, construction techniques, and test methods. Develops research problem statements, research project scopes, work plans, and oversees research activities and testing. Collaborates with laboratory and field staff in the execution of research activities. Compiles and analyzes data, draws conclusions, and prepares highly advanced technical reports documenting the research activities, data analysis, and conclusions. Facilitates the implementation of research findings.
Develops, prepares, and executes specifications, manuals, test methods and other documents related toasphalt materials engineering. Performs highly technical reviews and revises specifications, plans,reports, manuals, test methods, and procedures for use by Department and Industry partners statewide. Develops advanced training materials in asphalt materials and engineering for in-house staff and other Department personnel. Provides training to in-house staff and other Department personnel around the state both virtually and in person. Prepares and signs/seals related engineering documents and specifications as required.
Manages contracted research projects. Develops research problem statements, scopes of services, and requests for proposals. Serves as project manager or on technical review committees for contracted research projects. Performs thorough and highly technical reviews of proposals and deliverables. Provides technical comments and determines the approval status of deliverables. Facilitates the implementation of research findings.
Provides technical support and expertise to Department staff, Industry, and other customers in the resolution of problems in asphalt production/construction and in the design/rehabilitation of asphalt pavements.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of asphalt materials and construction practices. Skill to operate a personal computer for word processing, spreadsheet, database, and other computer applications. Skill in reading/interpreting/reviewing engineering plans, design standards, manuals, and specifications. Skill in presenting technical engineering information to diverse audiences. Skill in collecting, evaluating, and analyzing engineering data and preparing reports. Ability to supervise. Ability to solve problems related to engineering. Ability to conduct meetings in a professional and organized manner. Ability to handle multiple projects simultaneously. Ability to establish and maintain effective working relationships. Ability to communicate effectively both verbally and in writing. Ability to work and be effective in a team environment.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:
Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes or able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within one year from your appointment date.
OTHER JOB RELATED REQUIREMENTS:
Travel as required. This position will be required to respond before, during, and following emergency situations.
