Your Specific Responsibilities:
This is a highly responsible and professional accounting position involving contract and budget management for the HIV and STD programs for the Alachua County Health Department. This position is responsible for managing the HIV and STD department’s overall budget and ensuring grant activities and expenditures are in compliance with funding sources and reported correctly. Provides contract management and contract file management. The incumbent is the contract manager between the state and the lead agency for the Ryan White (RW) and Housing Opportunities for People with AIDS (HOPWA) contracts and prevention contracts. This position will report directly to the Operations and Management Consultant Manager – SES.
Performs L4 manager tasks for the Alachua County Health Department HIV and STD program budgets. Reviews all assigned L4 budgets on a weekly basis and meets with program managers at monthly to monitor and update programmatic budgets to ensure annual budget and grant targets are met. Reviews and audits account information in accounting systems to ensure that revenues and expenditures accurately reflect the funding source for the HIV and STD programs. Provides detailed budget analysis on all Level 4 budget entities under the direction and supervision of the Operations and Management Consultant Manager-SES. Attends budget training and assists with the submission of the annual budgets for the HIV and STD programs. Submits purchase requisitions in AOD upon request. Provides backup support for Ryan White program staff for the data entry and budgeting in the PCFMRS.
Acts as a Contract Manager for the Alachua County Health Department. Maintains all required documentation in the contract manager’s file in accordance with DOH contract management documentation requirements. Performs administrative monitoring of CHD contracts. Ensures proper routing of documents for review and execution. Reviews, approves and submits contract invoices with required backup documentation within 5 days of receipt of a valid invoice. Maintains organized contract files on the Business Office SharePoint.
Maintains a log of all assigned contracts/agreements to ensure renewals, extension and new contracts are executed timely. Submits invoices for all contracts that are revenue generating per the terms of the contract. Tracks contract revenue to ensure timely receipt of funds.
Provides backup support for submission of Ryan White program vendor invoices to the county for payment. Tracks payment and submits log to RW program staff.
Negotiate, administer, invoice and monitor the Ryan White and Housing opportunities for People With AIDS contracts. Write, review, and approve all RW and HOPWA contracts to assure proper proviso language is included, proper compliance with budget requirements, service provisions, and other specifications. Writes and submits required reports in a timely manner. Acts as a liaison between the community and Bureau of HIV/AIDS on policy, contract, and billing issues. Conduct programmatic monitoring of contracts as needed (at least once per contract year per contract) Prepare reports and maintain official department contract files according to department standards for RW and HOPWA contracts.
Submits timesheets and EAR information on a weekly basis ensuring accuracy and timeliness.
Responsible for securing the designated information sets for the purpose of protecting confidentiality, data integrity and appropriate access for all information both confidential and public records which is stored in hard copy or electronic format.
Performs all other related duties as required by supervisor.

Qualifications:
Minimum – Verifiable experience in preparing and managing budgets.
Contract Management experience.
Advanced computer experience including MS Office and Adobe Acrobat.
