The Work You Will Do:

Concrete Field Operations Specialist within the Office of Materials, Structural Materials/Concrete Materials.  

This position will provide technical support to Department’s Precast, Prestressed, and Concrete Materials program, serving as the Concrete Field Operations Specialist. The selected candidate will inspect component materials, completed products, and facilities for compliance with Department specifications, and will review quality control plans, construction plans, and procedures to provide clear, timely technical solutions when project specifications or plans don't align with Department policy. This role also performs Independent Assurance evaluations in accordance with Department procedures and the Federal Aid Policy Guide, analyzes material data to support contract and procedural compliance for the Cementitious Materials Program, and facilitates timely notification of stakeholders regarding errors, failures, or negative trends. The candidate will provide materials-related technical support and training to customers as needed and will perform field and/or laboratory testing in accordance with applicable Florida Sampling and Testing Methods, AASHTO, and ASTM standards, documenting and reporting results in the appropriate database.

Your Specific Responsibilities:

Serves as the Concrete Field Operations Specialist and provides technical support to Department personnel associated with Precast/Prestressed, Precast Incidental, Precast Drainage Structures, Precast Concrete Pipe and Concrete Materials. Performs process reviews with District Materials Offices (DMO) Precast/Prestressed concrete personnel.

Inspects component materials for compliance with Department specifications. Inspects completed materials or components for compliance with Department specifications. Inspects facilities and operations for compliance with their quality control plan and specification requirements. Documents and reports findings in the appropriate database.

Reviews quality control plans, construction plans, specifications, procedures, and any other documents necessary to execute the Department’s mission. Provides clear comments as requested in time to be useful to the customer. Provides technical solutions when project specific plans, specifications, procedures, or processes do not concur with the Department’s policies and procedures.

Performs Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Performs evaluations in an objective and professional manner. Documents and reports findings in the appropriate database.

Provides materials related technical support to customers as requested and in time to meet the

customer's needs. Provides guidance and training to customers when necessary.

Analyzes material data for contract and procedural compliance for the Cementitious Materials Program. Take timely action to correct any errors in the data. Actively facilitates the notification of stakeholders of errors, failures, or negative trends.

Performs field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Methods, American Association of State Highway and Transportation Officials or American Society for Testing and Materials test methods and reports results precisely in the appropriate database. Obtains and maintains all qualifications necessary to perform the test in compliance with the Department's procedures.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

• Concepts, terminology, principles and analytical techniques of precast/prestressed concrete and cementitious materials.
• Engineering design, construction, production and/or operations.

Skills in:

• Operating a personal computer for word processing, spreadsheets, and database applications.

Ability to:

• Analyze and interpret engineering data.
• Solve problems relating to engineering.
• Perform engineering inspections.
• Apply engineering quantitative techniques.
• Plan, organize and coordinate work assignments.
• Communicate engineering information effectively.
• Establish and maintain effective working relationships with others.
• Move around construction sites and lift up to 50 pounds without assistance.
• Use engineering tools, equipment and/or instruments

Licensure/Registration/Certification Requirements:

• Must have or obtain within one year of appointment date:
  • American Concrete Institute (ACI) Concrete Field Testing Technician - Grade I
  • ACI Concrete Strength Testing Technician
  • ACI self-Consolidating Concrete Testing Technician
  • Precast/Prestressed Concrete Institute (PCI) Quality Control Personnel Level 1, 2, and 3
  • FDOT – CTQP Prestressed Concrete Field Inspector Specification
  • American Concrete Pipe Association (ACPA) FDOT Level II.

Other Job-Related Requirements:

• Travel as required.
• This position will be required to respond before, during and following emergency situations.

Minimum Qualifications:

• High school diploma or possess an acceptable equivalent.
• Prior experience using engineering or manufacturing tools, equipment and/or instruments.
• Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications.
• Prior experience with evaluating construction materials.

This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:

1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
2. any two (2) convictions of reckless driving in the past three (3) years;
3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.

Your driving record will be reviewed and the status of your driver license confirmed.
