The Work You Will Do:

Concrete Materials Engineer / Engineering And Operations / Bureau Of Materials And Research / State Materials Office / Structural, Chemical, & Corrosion.

 

This position is responsible for directing activities related to concrete materials including project delivery support, development of specifications and policies, and research. The selected candidate will manage and supervise employees and manage department resources and contracts. In addition, the selected candidate will represent the Department on statewide and national concrete materials committees.

Your Specific Responsibilities:

Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.

 

Evaluate concrete material project/processes to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable, and repeatable.

 

Provide technical support and expertise to effectively address concrete pavement-related issues and challenges including the development and deployment of policies, specifications, and procedures. Coordinate the activities with representatives from other offices to assure a consistent and uniform direction to the programs. Assure that District Materials personnel have the necessary assistance in support of concrete pavement-related operations. Provide support in time to meet the customer’s needs.

 

Support and manage consultant contracts in accordance with applicable rules, laws, and procedures. Develop scope of task work orders as required. Review the consultant’s work effort and ensure the quality and timeliness of the work product meets expectations and contractual requirements. Review and comment on invoices. Take action to correct any deficiency in service.

 

Act as the Department’s technical liaison with the Federal Highway Administration (FHWA), industry, trade associations, governing entities, and others with regard to concrete materials. Act as the technical representative for discussions regarding development and revision of specification, procedures, and any other pavement related issues. Facilitate statewide partnering meetings and task teams. Facilitate implementation of new proven national initiatives.

 

Develop, revise, and maintain Department specifications, procedures, manuals, and administrative rules with regard to concrete materials. Draft and submit documents, address comments and concerns. Facilitate and monitor implementation of the new/revised initiatives. Complete development and revisions assignments on time. Prepare and sign/seal related engineering documents and specifications as required.

 

Review concrete material plans, specifications, procedures, and any other documents necessary to execute the Department’s mission. Provide clear comments as requested on time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.

 

Develop and identify both in-house and contract research needs. Prioritize list of projects into a single annual Materials research initiative. Develop scope for projects. Evaluate Requests for Proposal (RFP). Act as the research contract Project Manager as required. Review and approve invoices on time. Manage research schedule and funding so that project is completed in accordance with the contract documents. Perform evaluations of new products, equipment, and practices. Facilitate the implementation of research findings.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Concepts, terminology, principles, and analytical techniques of structural materials used in highway construction.
  • Engineering design, construction, production and/or operations.

Skills in:

  • Using engineering tools, equipment and/or instruments.

  • Analyze and interpret engineering data.
  • Plan, design, evaluate and investigate engineering works and systems.
  • Apply engineering quantitative techniques.
  • Monitor and inspect engineering projects.

Licensure/Registration/Certification Requirements:

  • Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes, or able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within one year of appointment date.
