MINIMUM REQUIREMENTS: 

 

A bachelor's degree from an accredited college or university with a major in accounting and five (5) years of professional accounting experience, two (2) years of which must have been in a supervisory capacity; or

 

Five (5) years of professional accounting experience with the State of Florida, two (2) years of which must have been in a supervisory capacity; or

 

A master's degree from an accredited college or university in accounting or possession of a Certified Public Accountant (C.P.A.) Certificate and four (4) years of professional accounting experience, two (2) years of which must have been in a supervisory capacity. 

 

Professional or nonprofessional accounting experience can substitute on a year-for-year basis for the required bachelor's degree; or any combination of this experience and up to 60 semester or 90 quarter hours of college education including two (2) courses in accounting can substitute on a year-for-year basis for the required bachelor's degree.

 

A valid Class E Driver License.

ADDITIONAL REQUIREMENTS:

JOB DUTIES: 

 

GENERAL STATEMENT: This is a professional position responsible for administration and management of the Division of Plant Industry’s budget/authority formulation, management, and control as well as all accounting and purchasing activities. Interprets and administers pertinent federal and state rules, regulations, and statutes in accordance with sound financial management principles. Serves as the division financial liaison to other bureaus, offices and cooperative organizations. The incumbent exercises substantial independent judgment in performance of assigned work.


Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

 

Budget:  Assists the Division Director, Assistant Director, and Deputy Director with strategic financial planning and the preparation of the division's annual requests. Allocates annual appropriations to the bureaus and support sections and monitors progress during the year. Establishes adequate accounting records to maintain and report the monthly expenditures ensuring compliance with funding sources, category, and organizational breakdowns. Directs supervision of these records. Assists the Division Director, Assistant Director, and Deputy Director in preparing all budgets for emergency programs, cooperative agreements, and any other special requests. Acts as liaison between the division and the Office of Policy and Budget and prepares budget projections, budget amendments, planning and whatever is needed.

 

Purchasing:  Supervises the accounting supervisor in the management of all accounting functions (accounts payable, purchasing, travel, etc.) as required including: the supervision, approval and monitoring of the workflow of the purchasing and payment process into and through the Fiscal Office, establishing appropriate charging codes, priorities, deadlines and goals for Fiscal Office employees. Establishes operational procedures for processing the payments accurately and in a timely manner. Acts as liaison between the Bureau of General Services and the division to communicate and instruct all changes and updates. Monitors purchases including P-card purchases, Administrative Image Management System (AIMS) purchase requisitions, Fixed Capital Outlay projects, sealed bids, Operating Capital Outlay items, state contracts and emergency purchases. Supervises the preparation of the necessary approval documents and ensures the approvals are received.

 

Federal Grants/Cooperative Agreements:  Oversees grants management activities for the division. Supervises the grants specialist and professional accountant in the tracking of federally-funded expenditures and periodic financial reports to review with cooperative agreement managers. Assists in division planning for federally-funded projects as part of the division’s overall financial management strategy.

 

Revenue Management and Investment: Manages revenue funds to ensure adequate account balances and authority to cover division obligations.

 

Miscellaneous: Supervises, monitors, reviews, and tracks expenditures and journal transfers. Communicates verbally and in writing with the Division Director, Assistant Director, Deputy Director, Bureau of Finance and Accounting, division bureau chiefs, and office heads on various subjects and whenever necessary. Assists with the record retention program ensuring timely and proper destruction of sensitive records.

 

Performs other related duties as assigned by supervisor.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Knowledge of accounting principles, practices and procedures.
  • Knowledge of the Florida Accounting Information Resource (FLAIR), Strategic Asset Tracking System, and AIMS.
  • Proficient skill in Microsoft Excel (functions, formulas, pivot tables, etc.).
  • Skill in conflict resolution.
  • Ability to motivate, train and supervise employees.
  • Ability to determine work priorities, assign work and follow up on completion of work.
  • Ability to solve problems and make decisions.
