POSITION DESCRIPTION:  Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Prepares work plans, coordinates testing activities and summarizes/analyzes test data for the Geotechnical Laboratory, Field and Earthwork Operations.  Prepares technical reports and presentations documenting results, conclusions and recommendations. Prepares updates to geotechnical policies and procedures, including test procedures, as directed.

Signs and seals final drawings, specifications, plans, reports, or documents prepared or issued under the area of Earthwork Engineering.  Coordinates Earthwork activities in conjunction with the Earthwork Construction and Inspection (ECI) Committee.  Develops policy and procedure to meet needs of the Department.

Supervises the activities associated with the Independent Assurance Earthwork program, including participation in the Earthwork Technical Review Team activities to revise contractor Quality Control Earthwork specifications and construction reporting forms.

Performs all administrative activities required as part of carrying out activities of the Earthwork unit (contract research, budget preparation, purchasing, etc.).

Serves as the Statewide Radiation Safety Officer (RSO). Responsible for maintaining and updating the Florida Department of Transportation Radiation Safety Manual. Responsible for obtaining and retaining the Department’s Radioactive Materials License (RML). Develops and directs all programs and activities necessary for the Department to fulfill requirements of the RML in accordance with 64E-5.605 Florida Administrative Code (F.A.C.). Directs, supervises and guides District Radiation Safety Officers in all matters regarding the RML. 

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of the concepts, terminology, principles and analytical techniques of construction earthwork engineering. Knowledge of engineering design, construction, production and/or operations. Skill in operating a personal computer for word processing, spreadsheet, and database applications. Ability to analyze and interpret engineering data. Ability to plan, design, evaluate and investigate engineering works and systems. Ability to apply engineering quantitative techniques. Ability to monitor and inspect engineering projects. Ability to solve problems relating to engineering. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to supervise.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: This position requires licensure as a Professional Engineer by the State of Florida Board of Professional Engineers under the provisions of Chapter 471, F.S.
