POSITION DESCRIPTION:
Coordinate with project personnel to perform a review of the projects Earthwork Records System (ERS). Examine projects ERS for compliance with specifications and conformity with current practices. Document and report findings identifying areas in noncompliance with documented authority such as plans, specifications, directives, manuals, and procedures. Perform follow-up reviews as necessary.
Inspect earthwork materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of earthwork materials related testing and inspection. Inspect and evaluate incoming geosynthetic samples from on-going construction projects to ensure the correct material is used for the correct application. Provide feedback and technical assistance to field personnel as appropriate.
Perform field and/or laboratory soils and earthwork testing in accordance with the applicable test methods such as Florida Sampling and Testing Method (FSTM), American Association of State Highway and Transportation Officials (AASHTO), or American Society for Testing and Materials (ASTM). Report results in the appropriate database. Keep all testing equipment calibrated and in good working order. Perform field testing for earthwork and foundation investigations. Monitor test parameters during testing to assess validity of the data. Perform critical analysis of results to determine if retesting or resampling is required. Interpret results and provide findings to customers immediately as required. Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.
Perform delegated work assigned by the State Radiation Safety Officer (RSO) to administer the statewide Radiation Safety Program (RSP) ensuring compliance with the policies and procedures of the Department of Health, Bureau of Radiation Control, Nuclear Regulatory Commission and Florida Department of Transportation. Maintain nuclear gauge storage location to the regulatory standards, maintain gauge inventory, leak testing, calibration, repairs, and other duties specified in the Radiation Safety Manual.
Develop training materials related to earthwork construction and materials. Provide training to Department and project personnel on earthwork plots and ERS using the Department’s current database system/software, and earthwork construction/materials training.
Provide technical support to customers as requested. Provide support in time to meet the customers’ needs. Participate in the Earthwork Construction Inspection (ECI) Committee activities to revise policies, procedures, and forms. Coordinate with the District Technical Advisory Committee and ECI members on all earthwork related issues.
Develop and execute work plans to support in-house research in the laboratory and field including evaluation of new products, construction techniques, and testing methods. Compile, analyze, and evaluate test data. Prepare technical reports documenting research activities, findings, and conclusions. Develop contracted research project scopes, requests for proposals, and provide a detailed evaluation of proposals, work plans, and deliverables. Participate in laboratory and/or field-testing activities as necessary. Participates in the implementation of research findings.
Review Quality Control (QC) plans, construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed. Identify problem areas in specifications, procedures and test methods. Make written recommendations as to the proper resolution of these problems.
Perform Independent Assurance (IA) evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the concepts, terminology, principles and analytical techniques of earthwork construction operations. Knowledge of engineering design, construction, production and/or operations. Skill in operating a personal computer for word processing, spreadsheet, and database applications. Skill in oral presentation. Ability to perform earthwork related field tests and laboratory tests. Ability to analyze and interpret engineering data. Ability to solve problems relating to engineering. Ability to perform engineering inspections. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to work and be effective in a team environment. Ability to lift 50 pounds.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:
Must have or obtain CTQP qualification on Earthwork Construction Inspection Level I and II within one year of appointment date.
OTHER JOB RELATED REQUIREMENTS:
Travel is required. This position will be required to respond before, during and following emergency situations. Note that the incumbent of this position is required to handle hazardous materials possessing the characteristics of ignitability, corrosivity, and toxicity as defined in the Code of Federal Regulations 40, Part 261. The incumbent must be trained in the handling of the aforementioned hazardous materials prior to commencing work or he/she must work only under the direct control of a supervisor who is trained in the handling of such materials.
MINIMUM QUALIFICATIONS:
High School diploma or equivalent. Prior experience using engineering tools, equipment, and/or instruments; prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and prior experience with evaluating construction materials.
