The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey, and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

This is a highly responsible and professional position that will serve as an Health Services Analyst E at NFETC. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
Specific Duties and Responsibilities include:
- Adhere to contemporary standards of strategic planning and continuous quality improvement, with a focus of optimizing efficiency and safety, as evidenced by procedures and performance data.
- Reviews clinical summaries and related procedures, policies, guidelines, and directives to be implemented. Evaluates impact on clinical operation, coordinates team review for clinical procedures and their implementation, and communicates procedure/process to all interested parties.Ensures summary data supports the facts presented to courts, reviews summary data for accuracy and completeness. Identifies missing legal data, researches, and provides that data to clinical personnel. .
- Independently monitors and tracks any and all operational aspects of services provided by the components of Admissions and Discharge Services to ensure progress towards or maintenance of service standards and objectives. Recommends, develops, and implements, where appropriate, corrective actions as needed to ensure that services promote timely processes and optimal Customer Satisfaction. Ensures that both daily and monthly reports due to the facility and to SAMH Program Office are accurate and timely. Ensures that data collection and summaries of key performance indicators wthin the major areas of screening, intake and discharge are maintained. Develops, maintains and tracks database records on stated objectives and research projects. Prepares reports and data on projects and objectives as needed. In addition, assists in the development and implementation of productivity and performance management (CQI) projects designed to achieve long term and annual business objectives as well as facility and departmental process goals
- Assist in the shared Management of the electronic processing of clinical summaries, including data entry, report generation, distribution, database maintenance and filing, including e-filing as necessary. Track all court reports (summaries) and provide reminders to Recovery Teams prior to due date. Ensure clinical summaries are processed in a timely manner, receive appropriate review and signatures from clinical and legal, and ensure they are expeditiously faxed/e-filed/mailed/emailed (as required) to committing court. Represent Medical Records departmet team in any workgroups associated with the revision of the summary process, track forms review, maintenance of medical charts and maintenance of orders for continued commitment.
- Electronically input resident data and processing information into resident information systems for admissions and discharges. Generate medical record and census forms, notices and reports. Provide updated admission/discharge information to all relevant departments by end of workday. Distribute information electronically to appropriate staff. Ensure data completeness and accuracy. Follow up with staff to get required informaiton.
- Serves as a facility liaison with the various court systems in the state of Florida. Consults with the AIS for Recovery Services, the Clinical Department Heads, key treatment professionals, and other administrative staff to assess, analyze and resolve programmatic, administrative, and operational issues to ensure that effective management practices are in place to support treatment excellence, customer Satisfaction and cost efficiency.

Minimum Qualifications:
- A bachelor's degree from an accredited college or university and two years of professional experience in community services, social, economic, health or rehabilitative services, human resources development and training, program planning, evaluation, research, processing court documents, program analysis, or business. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for college education.
