The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

This is a highly responsible and professional position that will serve as Human Services Supervisor II- F/C- SES. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • The incumbent of this position is responsible for supervising employees in Human Services Supervisor I- F/C- SES positions who ensure the provision of residential care, assistance with enrichment activities and support of treatment, psychiatric rehabilitation, stabilization and recovery of people with a mental illness.  The incumbent is responsible for ensuring that all subordinates treat people served in a respectful manner that preserves their dignity.  The incumbent is responsible for ensuring that all subordinates develop and maintain a professional caregiver relationship with people served, and do not exceed relationship boundaries by developing personal friendships or sharing personal information.
  • The incumbent is responsible for ensuring that all subordinates perform duties according to their position description and performance expectations.
  • Communicate the direction of NFETC, Service Area, and Unit to subordinates.
  • Explain each performance expectation, reviewing listed operating procedures, documents, etc. and using specific examples of expected behavior.
  • Observe, document and provide feedback on performance of each expectation.
  • Review performance evaluations of employees who report to all direct care supervisor positions and provide feedback to supervisors.
  • Explain changes in operating procedures involving subordinate duties.
  • Review all types of documentation and provide feedback on accuracy.
  • The incumbent is responsible for ensuring a physically and emotionally safe and secure environment for people served.
  • Observe all unit wards or pods, document and report safety hazards and maintenance deficiencies.
  • Observe subordinate interactions and interventions with people served, coworkers, and subordinate employees, looking for behavior that is respectful, professional, maintains dignity, supports recovery and teamwork, and creates a work environment free of violence and harassment.
  • Document and provide feedback to subordinates regarding interactions and interventions with people served and interactions with coworkers.
  • The incumbent is responsible for providing oversight to all direct care processes on all shifts.
  • Manage procedures for hiring and selecting performance expectations for all direct care employees within the unit.
  • Manage all unit processes for direct care work schedules, supervision of people served, and prevention and management of psychiatric crises with people served.
  • Ensure all subordinates receive required education and training.
  • Track and monitor all disciplinary actions to ensure fair, consistent application of policy for all direct care staff.
  • Develop, evaluate and improve all unit direct care processes and operating procedures.
  • Maintain records and documentation for unit direct care personnel.
  • Serve as member of the unit management team.
  • The incumbent monitors all documentation and regulations to ensure the certified ward is compliant with all federal guidelines.
  • The incumbent serves as Unit Director during any absence.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the principles and practices of health care or the behavioral sciences.
  • Knowledge of supervisory principles and practices.
  • Ability to assume control of the unit in emergency situations.
  • Ability to provide counseling services to relatives and visitors.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to conduct inservice training in the areas of self-help, personal hygiene and resident living.
  • Ability to develop reporting methods.
  • Ability to ensure that safety precautions are implemented and hazards are removed.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

 

Minimum Qualifications:

  • Four years of direct care experience.
