The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey, and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

We are seeking a talented, mission driven, goal-oriented Hospital Administrator to join our team. This is a highly responsible and professional position that will serve as the Hospital Administrator of the North Florida Evaluation and Treatment Center. The Administrator is responsible for the overall leadership of the facility’s services, departments, and overall operations. The Administrator directs the ongoing mission and philosophy of care of the facility by demonstrating leadership through exploring, developing, accepting, and implementing new ideas with vision, foresight, and customer sensitivity to meet the facility’s and community’s needs. The Administrator shall assure the facility is adequately staffed, programming standards are met, and adequate resources are provided to meet the needs of the patient populations served. The Administrator must be a sound leader who possesses excellent communication and interpersonal skills to foster cooperation across departmental lines and manage information, environmental and fiscal resources to accomplish goals. The Administrator must be able to maintain and demonstrate a broad knowledge of tasks and assets necessary to accomplish the agency goals.
Specific Duties and Responsibilities include:
- Provide strategic direction and leadership for all operational areas of the hospital, including clinical services, support services and ancillary departments
- Provide leadership and direction to hospital staff, ensuring adherence to organizational policies and procedures
- Stay abreast of healthcare regulations, standards, and licensing requirements, ensuring the facility’s compliance with all applicable laws and regulations
- Administer and monitor various Operations areas including Process Improvement, Facility Maintenance, Security, Information Technology Services, and Utilization Review, among others.
- Develop and implement strategies to enhance operational efficiency and improve patient satisfaction scores and employee engagement results.
- Lead preparation activities to prepare for and participate in regulatory agency inspections, surveys, and audits; address any identified deficiencies and the implementation of corrective actions
- Oversee and manage department budgets, staffing levels, and resource allocation
- Develop and implement strategies to enhance operational efficiency and improve patient outcomes
- Responsible for facility data quality, data reporting, trend analysis, and the dissemination of key information to support data-driven management decisions
- Collaborate with agency support offices to manage facility operations
- Collaborate with healthcare providers to establish and maintain high clinical standards
- Ensure compliance with regulatory requirements and accreditation standards
- Evaluate and monitor quality indicators and implement performance improvement initiatives
- Develop and maintain positive relationships with patients, families, staff, and community stakeholders
- Oversee the recruitment, training, and development of hospital staff
- Manage and resolve any patient or staff concerns or complaints
- Prepare and present executive reports, briefings, and presentation; serves as an agency representative in public meetings, conferences, tasks forces, and workgroups as assigned
- Responsible for fostering a culture of continuous improvement by promoting evidence-based practices and innovation throughout the organization
- Performs other duties as required to meet program and departmental goals and objectives.
An ideal candidate will:
- Have prior Hospital administrator or Chief Executive Officer experience, and experience on an executive team.
- Be creative, flexible, innovative, and research oriented.
- Possess excellent research and writing skills.
- Have experience in designing and executing research to develop policy analyses, program evaluations, management reviews, budget analyses, and similar technical reviews.
- Understand and appreciate the principles of governmental organization, budgeting, and accountability.

Minimum Qualifications:
- Master's degree from a college or university in healthcare administration or a related field and seven years of professional clinical and or non-clinical experience in health care providing oversight of a medical facility.
- Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
- Five years of experience serving in a behavioral health facility leadership role.
Preference will be given to applicants who have:
- Experience in Facility Budget Management.
- Experience in Clinical Quality Improvement.
- Experience in Leadership/Organization Development.
