OPERATIONS & MANAGEMENT CONSULTANT I

APD TACACHALE – QUALITY SERVICES DIVISION

GAINESVILLE, FLORIDA

 

The incumbent assigned to this position acts as the Quality Management and Training Manager, responsible for providing leadership and direction for the Tacachale Quality Management & Training department, consistent with applicable Florida Statutes, federal laws and regulations, and agency policies and procedures.  Scope of work and major duties and responsibilities include but are not limited to the following:

 

Directly supervises and monitors the activities of the QMT staff to ensure their duties are completed in accordance with required State, Federal, and Medical standards. Organizes the department duties for efficiency and completeness. Hires staff to fill vacancies within the QMT department. Monitors timesheets, investigates and implements any necessary disciplinary action. Develops standards of performance for each incumbent in the QMT department and completes probationary and or performance evaluations.

 

Develops and monitors course content, training assessments, surveys and evaluations to ensure training programs align with strategic program objectives, including but not limited to Prevention and Safety Strategies (PASS) reactive strategy, Direct Care In-services, health and life safety requirements, etc.

 

Monitors and assists in process and problem resolution, integrating efforts with training needs and quality monitoring.

 

Coordinates ongoing monitoring of facilities to ensure compliance with regulations and continuous active treatment.   

 

Informs Division Director of issues or problems in QMT, assists to resolve and make continuous improvements, completes various reports as directed, and coordinates QMT department activities with other Tacachale management staff.

 

Maintains the training system, from which reports are sent to all divisions. Oversees deployment and tracking of center-wide training initiatives.  Coordinates maintenance and analysis of data required by APD State Office and submits reports to State Office as required.

 

Provides direct supervision to all new employees in New Employee Training (NET) classes, including employee relations/time & attendance issues and keeping the employees’ department managers informed as issues arise.

 

Ensures fire drills, home monitoring, including monitoring of meals and physical management, and use of restraints or medical protective equipment, are conducted as required. Advises appropriate management staff about concerns.

 

Oversees and participates in the quality assurance of active treatment and medical care in the residential homes. Ensures compliance with regulations and training. Provides on-home training and follow up training where deficiencies are identified. Provides consultation and support to management regarding regulatory requirements.

 

Performs other related duties as assigned

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge of the methods of data collection and analysis, management principles and practices.

 

Ability to collect, evaluate and analyze data to develop alternative recommendations and solve problems.

 

Ability to organize data for presentation of reports.

 

Ability to conduct fact-finding research, utilize problem-solving techniques, and to work independently.

 

Ability to supervise staff and motivate employees to continuously improve.

Knowledge of regulatory requirements.

 

Possess complex computer skills, using Excel, Word, Power Point and other software.

 

MINIMUM REQUIREMENT(S)

 

A Bachelor’s Degree and one (1) year Training experience, and one (1) year experience working with Persons with Disabilities.

 

Proficiency in Microsoft Word and PowerPoint, recording and editing for multimedia presentations.

 

A valid Florida Driver’s License (If initially hired with an out-of-state license the Florida resident must obtain a valid Florida State driver’s license within 30-days of hire. License suspended or revoked for any reason, work permits (Business purpose/ Employment/ Education only license) and some types of restricted license are not acceptable. License that have “Corrective Lenses Restricted,” are acceptable, provided the driver wears the corrective lenses while operating the vehicle.

 

WORK SCHEDULE

 

This position is located at a 24- hour facility.  Regular Days Off: The hours for this position will be variable based on the monthly training schedule, to include Saturday’s, Sundays, and nontraditional work hours outside of an 8:00 a.m. to 5:00 p.m. schedule.
