The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Economic Self-Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating public assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

OPERATIONS AND MANAGEMENT CONSULTANT MANAGER-SES – 60065691 – ESS Office of Public Benefits Integrity:
This is a Select Exempt Service position reporting to the Chief of Quality Management.
Regular work hours are Monday-Friday, 8:00 a.m. to 5:00 p.m. Additional work hours may be requested on nights or weekends as needed.
This position is qualified to be exempt from public record.
Incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours in a day.
Some job functions will require travel.
MINIMUM REQUIREMENTS:
- Incombent must have five (5) years’ experience determining eligibility or policy applications in ESS, specifically Food Assistance.
- Incumbent must have three (3) years of supervisory experience in ESS.
- Incumbent must have two (2) years of experience reading/reviewing cases in Quality Control Program.
- Incumbent must be willing to travel.
PREFERENCE WILL BE GIVEN TO APPLICANTS WHO HAVE THE FOLLOWING:
- 3-5 years of leadership and management experience
- Experience in mapping, analyzing, redesigning, creating and implementing process improvement. Monitoring and adjusting processes as needed.
DUTIES AND RESPONSIBILITIES:
This is a responsible professional position in the Economic Self Sufficiency (ESS) program within the Office of Public Benefits Integrity, Quality Management requiring advanced expertise in the ESS Program, including extensive knowledge of program concepts, policies, and operations procedures, and eligibility system. This position is responsible for the planning, development, training, and assessment of the Supplemetal Nutrition Assistance Program (SNAP) Qualty Control (QC) review activities for the State of Florida in relation to the administration of the Economic Self Sufficiency (ESS) Food Assistance Program. In accordance with 7 CFR 275.10 and Food and Nutrition Services (FNS) 310 Handbook.
This is professional position managing the Quality Control statewide program which includes supervising and directing two levels of employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
- Provides management, guidance and supervises the statewide Quality Control Team, support and direction to assigned direct reports and all those operational staff whose responsibilities include federal compliance with SNAP QC activities within the ESS program. This requires overseeing the provision of technical assistance, monitoring, case reviews and QC facilitation to operational staff. It requires assigning and tracking staff work assignments to ensure reviews are carried out by assigned deadlines and in the most accurate manner possible. Duties also include hiring, training, motivating, managing, and evaluating performance through established performance appraisal criteria.
- Coordinates the timely and accurate submission of FNS SNAP QC reviews by the federal transmission deadline and monitors the statewide Quality Control program, including Supervisors and Analysts charged with conducting the reviews. Managing the Senior Human Services Program Specialist and Government Operations Consultant II who ensures all reviews are conducted in accordance with the FNS 310 Handbook, federal and state policy, regulations, procedures, and guidelines to avoid arbitration/regression to the states SNAP error rates. This is accomplished through case reviews and close communication with statewide Quality Control program on all levels.
- Develops quality control policies and procedures based on state and federal guidelines. Interprets federal and state policies and procedures, and issues Quality Control procedural guidelines and instructions to Quality Control field staff. Provides technical assistance to staff pertaining to the interpretation and application of Quality Control rules and regulations, management review procedures and departmental program policies. Provides the Quality Control program with written clarifications and interpretations for specific complex case situations. Monitors and evaluates the Quality Control process to recommend system enhancements, streamline processes, remove infancies to enhance the Quality Control program.
- Serves as the liaison with the FNS Federal Quality Control reviewer and program lead to ensure policy interpretations and continuity of the federal re-review of the state’s Quality Control reviews. Conducts a management review of all disagree errors found through the FNS federal re-review process and prepares responses on all federal differences resulting in errors and/or system deficiencies. Responsibilities include working with the FNS QC reviewer, review and resolution of error findings.
- Coordinates, develops, analyzes, and provide responses to any QC federal reviews, and/or annual federal corrective action plans or remedial action plans. Responsibilities include encouraging and promoting communication with internal and external staff to implement corrective action based on results gained through the QC review process. Reporting all errors and analysis to the ESS Program through reporting, participating in work groups and sharing findings of Federal Re-reviews.
- Coordinates with other Department of Children and Families Program Offices and agencies to ensure the delivery of quality and timely services.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- The person must be able to review, absorb, understand, and apply state and federal policy in an effort to increase the effectiveness and delivery of the program and to increase and maintain exceptional program integrity.
- Have a detailed working knowledge of all public assistance programs administered by the ESS program office.
- The individual in this position must have a broad-based, expert knowledge of food assistance policy and federal regulations as outlined in the Food and Nutrition Service (FNS) 310 Handbook as well as sound administrative, consultative, and coordinative skills.
- Demonstrates effective interpersonal and communication skills and a demeanor conductive to a positive work environment.
- Detailed knowledge of the public assistance eligibility process and procedures and have expertise in the use of the eligibility system.
- Detailed knowledge of the computer systems and all software associated with ESS and use those systems with proficiency.
- Knowledge of methods of compiling, organizing, and analyzing data for the purpose of monitoring and evaluating staff.
- Knowledge of federal policies, public assistance food assistance program policies, Florida Statutes, and applicable federal regulations that pertain to public assistance programs.
- Ability to communicate effectively, orally and in writing, and the ability to prepare evaluative reports.
- An experienced leader with the ability to supervise and manage the Quality Control Team.
- Ability to establish and maintain effective working relationships with internal and external partners.
