MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and six (6) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A bachelor’s degree (4 years) from an accredited college or university and two (2) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work; or
A master’s degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience.

JOB DUTIES:
GENERAL STATEMENT: This is a professional position responsible for optimizing divisional performance by managing core data infrastructure, streamlining field collection processes, and translating environmental and pest survey data, and production of Geographic Information System maps for the Cooperative Agricultural Pest Survey (CAPS) program and the Bureau of Entomology, Nematology, and Plant Pathology (ENPP) within the Division of Plant Industry.
Manage, maintain, and optimize special use applications and databases supporting field survey workflow related to CAPS activities, pest survey, and identification for ENPP as needed. This may include analyzing user requirements, restructuring existing databases, and developing input forms. Links database to mapping applications and develops queries and reports to generate from simple lists to material suitable for scientific publication. Review programs, services, forms and reports, and confers with management and users to identify problems and improvements. Provides technical assistance to end users of applications. Assists the bureau to operate more efficiently in the redistricting of survey areas.
Responsible for producing Geographic Information System maps, statistics, data analysis, and reports to drive operational decision-making for CAPS. Recommends, reviews, and/or assists in accruing data to maintain accurate Geographic Information System data layers. Keeps abreast of new technology, software development, and information systems for Geographic Information System use. Collaborates regularly with other Operations Analyst staff on technology developments, solutions, and projects. Collaborates with other departments to integrate outside applications efficiently and provides feedback to ensure bureau needs are being met. Assists other programs within the division or agency, as directed.
Design and deliver training programs for field personnel on survey applications and data collection protocols. Oversee the configuration and deployment of electronic hardware used for field data capture and geocoordinate tracking. Field test software and applications, as needed.
Assists to standardize and prepare divisional data to ensure seamless compliance and integration into the National Agricultural Pest Information System (NAPIS) database. Consult with staff and other government, business and private organizations to discuss issues, coordinate activities and resolve technology, application, and maps related issues.
Performs other related duties as the supervisor or management may require including, but not limited to, special reports, special assignments, travel, committee appointments, and task force appointments.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of Geographic Information System technology available to the Department using ArcMap, ArcGIS Pro, and ArcGIS for Portal and Online.
- Knowledge of parcel data, geocoding addresses, creating and editing spatial data.
- Knowledge of creating and updating python scripts and accessing databases using SQL Navigator.
- Knowledge of basic data processing operations, procedures and workflows.
- Knowledge of methods and techniques for representing spatial data in meaningful ways.
- Skills in the use Microsoft products like Word, Excel, Access, PowerPoint, Teams.
- Ability to learn database design, development, and maintenance.
- Ability to operate equipment such as plotters, tablets and GPS devices.
- Ability to create layouts for maps and presentations, and knowledge of basic components of maps.
- Ability to multitask various duties and responsibilities.
- Ability to solve problems and make decisions.
- Ability to train others on use of field data collection equipment and applications.
- Ability to use computers to research parcel numbers and locate properties.
- Ability to communicate effectively, verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to walk on uneven terrain and in inclement weather.
- Ability to work in extreme hot, cold, or humid temperature environments.
