Minimum Qualifications:

 Experience in civil, construction, mechanical or architectural engineering or architecture and two years of experience in the field of building construction and building maintenance.

One or more years of supervisory experience.

Florida Certified Contract Manager (FCCM) within the first two years of service. 

Florida Driver’s License


Preferred Qualifications: 

Preference may be given to candidates with the following qualifications:
One or more years of working in the State of Florida’s People First system

One or more years of experience working with People First Talent Management

 

Requirements:

Employment in this position is contingent upon a satisfactory Level 1 and Level 2 background check at no cost to the candidate. 
 

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

Prepares reports and makes recommendations relative to construction procedures.

Attend pre-bid meetings on site and  remotely through TEAMS.

Establishes bid dates, officiates at bid openings, and recommends awarding of contracts.

Communicate effectively and proactively with Purchasing, Contracts, and all FWC/FWRI Stakeholders

Follow all FWC/FWRI purchasing and contratual regulations

Create using a formalized formate with the Contract Manager’s input a task assingment for a continuing services contract consultants, such as architectural, engineerting and other related technical sub-contractors

Provides on-the-site resolution of construction problems.

Initiates and submit for approval all change orders and substitutions of materials, equipment, and workmanship.

Conducts routine site visits, substantial completion inspections, and final inspections of building projects.

Chairs preconstruction and construction conferences with architects, engineers, contractors, user agency representatives, and others.

Reviews and approves requisitions for payments to architects, engineers, contractors, and other contributing parties.

Ensures fulfillment of contractual obligations to FWC/FWRI by architects, engineers, and construction contractors.

Travel to various state-wide construction projects within the State of Florida up to 25% of the time.  Projects will be located in St. Petersburg, Cedar Key, Gainesville, Apollo Beach, Eustis and other state-wide FWRI/FWC locations.

Performs related work as required.


 
Knowledge, Skills and Abilities:

Knowledge of the principles, techniques, materials and equipment used in building construction.

Knowledge of engineering design, construction, production and/or operations.

Ability to communicate effectively and proactively, verbally and in writing as required.

Ability to lead members of the construction industry for the benefit of FWC/FWRI

Ability to establish and maintain effective working relationships with others.

Ability to listen to FWRI/FWC stakeholders needs, and communicate with our Architectural/Engineering Constaltants through the design and construction adminstration process.

Ability to interpret construction drawings and specifications

Ability to develop various reports to communicate critcal information to all stakeholders

Ability to plan, organize and coordinate building construction program activities.

Ability to design and implement engineering contracts.

Ability to analyze and interpret engineering data.

Ability to create technical scopes of work with assistance of all stakeholders and consultatnts.

Ability to apply engineering quantitative techniques.

Ability to monitor and inspect building projects.

Ability to communicate engineering information effectively.

Ability to solve problems relating to engineering and construction principles.

Ability to understand and apply applicable rules, regulations, policies and procedures for all complinace agencies as well as FWC/FWRI.

Ability and above average skills in Microsoft Office Suite to include Word, Excel, Outlook and Teams.
