POSITION DESCRIPTION:

Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Oversees the daily activities associated with Projects Acceptance and Project Level Pavement Condition Survey (PCS). This includes Supervising, evaluating, planning and directing the staff involved in these activities. Supervises all the activities associated with the processing of the collected information including the recording, updating, editing, and maintenance of all pertinent records, reports and computer data entries. Oversees the calibration of survey equipment and ensures it is in compliance with the Department's procedures. Ensures that equipment maintenance and repairs is accomplished and documented as needed and in timely manner. Secure resources necessary for employees to succeed. Ensure employees have the training necessary to succeed. Oversee that staff is providing the Districts personnel with the necessary technical assistance and expertise in support of pavement-related operations. Evaluate employees in accordance with Department procedures.

 

Ensure all testing is performed in accordance with the applicable governing test standards, procedures, protocols, and guidelines. Report results precisely in the appropriate database. Keep all testing equipment properly calibrated and maintained. Obtain and maintain all qualifications necessary to perform the test in compliance with Department of Transportation (DOT) procedures. Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable.

 

Perform engineering analysis as required to determine the best approach to pavement programs including pavement resurfacing and construction. Analyze pavement data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.

 

Provide technical support and expertise to effectively address pavement-related issues and challenges including the review, development, and deployment of policies, specifications, procedures, manuals, plans, administrative rules and any other documents necessary to execute the Department’s mission. Draft and submit documents, provide and/or address comments and concerns clearly and on time to be useful to the customer. Facilitate and monitor implementation of the new/revised initiatives. Complete projects and assignments on time. Coordinate the activities with representatives from other offices to assure a consistent and uniform direction to the programs. Perform evaluations of new products, equipment and practices. Facilitate the implementation of research findings. Provide support in time to meet the customer’s needs.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the concepts, principles and analytical techniques used to monitor and predict pavement performance. Ability to apply knowledge of engineering to solve problems as it related to pavement systems. Ability to plan, organize, and coordinate personal and group work assignments. Ability to interpret department design and construction records such as roadway characteristics data, straight-line diagrams, construction records, construction plans etc. Ability to communicate engineering information effectively both verbally and in writing. Ability to work with diverse partners in achieving common goals. Skill in applying personnel procedures and experience to resolve employee situations. Ability to supervise. Ability to establish and maintain effective working relationships. Skill to operate a personal computer for word processing, spreadsheet, and database applications.  Ability to work and be effective in a team environment. 

 

OTHER JOB RELATED REQUIREMENTS:

This position requires overnight travel. This position will be required to respond before, during and following emergency situations.
