POSITION DESCRIPTION:
Perform liaison and quality assurance functions with other functional offices, both in the Central Office and districts regarding pavement data issues. These include coordinating new data element additions and modifications, database reorganizations, new data input techniques, quality assurance review of input data accuracy, data quality control processes, and data governance. Databases include, but are not limited to the following: Pavement Condition Survey, Work Program Administration, Roadway Characteristics Inventory, Traffic Characteristics Inventory, Pavement Core Reporting, Deflection & Ground Penetrating Radar data, Integrated Contract Estimating System, Materials Acceptance and Certification, Skid Hazard Reporting, and Safety accident databases. Offices and/or work groups involved include Product Evaluation, Pavement Performance, Work Program Development, Asphalt Materials, Information Technology, Transportation Data and Analytics, Design, Maintenance, Safety, and Construction.
Publish the annual Pavement Condition Survey accurately and timely. This involves data scrubbing and editing, with close coordination internally and with the Transportation Data and Analytics Office to resolve data discrepancies with other legacy databases such as Roadway Characteristics Inventory.
Manage new pavement database design and integrate reporting tools with Power BI, SharePoint, and other applications. Work with others leading the design of new databases and reporting tools involving pavement data and information.
Coordinate and perform pavement data analysis and reporting with emphasis on automation and visual applications. Perform or assist researchers in engineering and applied statistical analysis of pavement SQL databases for improved pavement management. This involves such tasks as correlating historical pavement condition survey data with types of pavement rehabilitation treatments, to analyze the effectiveness of the treatment as it relates to pavement performance. Develop end user accessible reports as needed to provide pavement management Information from databases to Department users.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of concepts, terminology, principles and analytical techniques of pavement systems and pavement management. Knowledge of pavement and roadway design, construction, production, and/or operations. Ability to analyze and interpret engineering data. Ability to solve problems relating to engineering. Ability to apply engineering quantitative techniques. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to work and be effective in a team environment. Skill to operate a personal computer for word processing, spreadsheet, and database applications.
OTHER JOB RELATED REQUIREMENTS:
This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS:
High school diploma or equivalent. Prior experience using personal computer for word processing, spreadsheet, and/or database applications, and prior experience with evaluating construction materials.
