The Work You Will Do:

Pavement Structural Evaluation Engineer / Engineering And Operations / Bureau Of Materials And Research / State Materials Office / Pavement Systems Evaluation

 

This position is responsible for ensuring the effective management of Florida’s statewide Pavement Structural Testing and Evaluation Program by providing technical leadership, establishing policies and procedures, and fostering innovation in pavement evaluation practices. The role will deliver accurate, high-quality data and informed recommendations that directly support the Department to maintain safe, durable, and cost-effective roadway systems across the state.

Your Specific Responsibilities:

Review and analyze data collected from the Pavement Structural Testing and Evaluation program including Falling Weight Deflectometer (FWD) and Ground Penetrating Radar (GPR) testing. Coordinates related consulting activities as appropriate. Provides technical assistance, plans, and coordinates the activities with representatives from other Offices and stakeholders to assure a consistent and uniform direction to the programs, to minimize adverse impact on users, to support the districts’ operations and enhance the Department's programs. Signs and seals final drawings, test plans, procedures, specifications, test reports, or documents under the area of Pavements. Performs quality control review on data to ensure accuracy for compliance with non-destructive testing standards.

 

Supervises employees communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Coordinate the engineering activities associated with the statewide Pavement Structural Testing and Evaluation program. Effectively and efficiently delivers managed services including reports on findings, implementation plans, policies, specifications and procedures. Continually re-assesses program needs and appropriateness/relevancy of related activities and deliverables to provide a safe, durable, and economical roadway system.

 

Performs advanced data analysis methods and applies engineering judgment to formulate findings and conclusions. Prepares details engineering reports on findings and provides recommendations, as required. Develops policies, specifications, and procedures to implement the results of these activities as needed.

 

Participates in managing pavement related research studies and projects. Prepares and reviews scope of services and proposed work plans. Conducts progress meetings with contract researchers and other affected parties. Reviews, summarizes, and approves deliverables and reports. Coordinates the implementations of findings as necessary.

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Pavement engineering concepts, principles, and analytical techniques.
  • Statistics and advanced data analysis techniques and principles.

Skills in:

  • Applying advanced engineering analysis as well as engineering judgment to solve pavement systems related issues/challenges.
  • The use of personal computers for word processing, spreadsheets, and database applications.

Ability to:

  • Establish and maintain effective working relationships with others.
  • Integrate activities with other entities to produce continuity of effort.
  • Communicate technical information effectively verbally and in writing.
  • Work independently as well as with diverse partners in achieving common goals.
  • Supervise employees.

 

Licensure/Registration/Certification Requirements:

  • Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes, or able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within one year from your appointment date.

 

Other Job-Related Requirements:

  • This position requires overnight travel.
  • This position will be required to respond before, during and following emergency situations.

 

Minimum Qualifications:

  • Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes, or able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within one year from your appointment date. 
  • Two years of experience in analyzing engineering data.
