The Work You Will Do:

Precast Manager / State Highway Engineer / Office of Materials / Structural Materials / Concrete Materials

 

This position is responsible for inspecting prestressed and precast concrete materials in the field during fabrication, construction, maintenance, and design, and performing forensic analysis of concrete failures. The selected candidate will determine material compliance with Department requirements, develop and maintain Department specifications, procedures, and manuals, and collaborate with FHWA, AASHTO, and ASTM to revise national standards. This role also supports the Department's liaison activities with precast concrete industry associations, assists with research project development and management, and performs Independent Assurance evaluations in accordance with Department and Federal procedures.

Your Specific Responsibilities:

 

Inspects prestressed concrete and precast concrete materials in the field as requested or during fabrication, construction, maintenance, or design. Performs process reviews with District Materials Offices precast concrete personnel.

 

Determines material compliance with Department requirements. Inspects ongoing activities and documentation of materials related testing and inspection. Performs forensic analysis of failures. Analyzes in place conditions and assists with warranty inspections as required. Determines the root cause of failures based on in-place conditions. Provides feedback and proposes solutions and technical assistance if necessary or as requested by customers. Documents and reports findings.

 

Develops, revises, reviews, and maintains Department specifications, procedures, manuals, and all other pertinent documents. Addresses comments during the review processes and facilitates completion of new technological and procedural implementations. Work with the Federal Highway Administration (FHWA), American Association of Highway and Transportation Officials (AASHTO), and American Standard Tests and Methods (ASTM) to revise national standards, specifications, and procedures. Participate at a national level through advisor] groups and facilitate national initiatives.

 

Support the Department’s liaison activities with prestressed concrete and precast concrete industry associations. Lead discussions regarding changes to department policies and technological advances in industry. Assist in the coordination and facilitation of statewide industry partnering meetings and task teams.

 

Assist with contract and in-house research project development and management. Identify research needs and develop scopes for research projects. Facilitate the implementation of research findings

 

Perform Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Performs evaluations in an objective and Professional manner. Documents and reports findings.

 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Concepts, terminology, principles, and analytical techniques of precast concrete.
  • Engineering design, construction, production and/or operations.

Skills in:

  • Operating a personal computer for word processing, spreadsheet, and database applications.

Ability to:

  • Use engineering tools, equipment and/or instruments.
  • Analyze and interpret engineering data
  • Plan, design, evaluate and investigate engineering works and systems
  • Apply engineering quantitative techniques.
  • Monitor and inspect engineering projects.
  • Solve problems relating to engineering.
  • Plan, organize and coordinate work assignments
  • Communicate engineering information effectively.
  • Establish and maintain effective working relationships with others.
  • Lift 50 lbs.

 

Other Job-Related Requirements:

  • PCI (Prestressed Concrete Institute) certifications Levels 1 and 2 within the first year. PCI certification Level 3 within the second year. Travel is required. This position will be required to respond before, during, and following emergency situations.

 

Minimum Qualifications:

  • Prior experience using engineering tools, equipment, and instruments in roadway and bridge construction and/or materials.
  • Prior experience operating a personal computer for word processing, spreadsheet, and/or database applications.
  • Prior experience with evaluating concrete precast/prestressed materials.
