POSITION DESCRIPTION:

Supervises employees spending the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Foster teamwork within and across work units. Signs and seals final drawings, specifications, plans, reports, or documentation prepared or issued under the areas of the Structural Materials Section including concrete materials, composite materials, corrosion, metal fabrication, traffic control materials, and manufactured products. Responsible for the management of personnel, contracts, equipment, laboratories, data, and administrative functions for the Structures Materials Section. Continually assesses section needs to ensure the quality of materials and provide safe, durable, and economical structural materials. Provides guidance and direction in support of individual and team activities to achieve the State Materials Office strategic plan. Prepares reports and correspondence related to section activities. 

 

Develops and leads research and innovation activities in the Structural Materials Section. Reviews and approves research proposals from other offices, agencies, universities, and industry. Coordinates research activities within the Department and at the national level.  Leads the implementation of research and innovations as appropriate.

 

Serves as a liaison with industry and other Department offices to discuss current issues and develop solutions as needed.  Oversees laboratory and field operations activities assuring test results and findings are accurate and reported timely. Evaluates and analyzes data and makes recommendations to support other Department offices. 

 

Develops and maintains policies, procedures, specifications, manuals, test methods, and training materials under the areas of the Structural Materials Section. Provides assistance, technical expertise, and training in the area of structural materials.

 

Collaborates and integrates activities with other State Materials Office sections, other central offices, and the Districts to provide continuity in achieving Department goals and objectives.

Knowledge of engineering design, construction, and production; Ability to work and be effective in a team environment; Ability to plan, organize and coordinate work assignments of subordinates and insure proper completion of work assignments; Ability to understand and apply rules, regulations, policies, and procedures; Ability to establish and maintain effective working relationships; Ability to conduct meetings in a professional and organized manner; Skill in communication, including verbal, written, and active listening. Skill in working with diverse partners in achieving common goals; Skill in applying personnel procedures and experience to resolve employee situations.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:

Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes or able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within one year from your appointment date.

 

OTHER JOB RELATED REQUIREMENTS:

Travel as required. This position will be required to respond before, during and following emergency situations.
