The incumbent, an employee of the Florida Department of Health in Clay County, represents the agency and its mission and values. The incumbent is part of the global public health organization and is expected to promote cooperation, courtesy and teamwork, in a diverse environment. This position is responsible for implementing breastfeeding promotion and support for Women, Infants and Children (WIC) as directed by the Sr. Public Health Nutritionist. This position is expected to act as the lead for Clay County WIC agency breastfeeding activities. Duties include:

Educates WIC pregnant, breastfeeding and postpartum mothers and family members on breastfeeding-related issues in assigned sites by telephone or clinic visits at scheduled intervals determined by the local WIC agency. Provide breastfeeding information and support to WIC mothers to help them successfully establish breastfeeding, overcome common barriers to breastfeeding, and prevent and handle common breastfeeding problems or concerns. Assess breastfeeding WIC clients who have complex breastfeeding issues and/ or concerns, as referred by breastfeeding peer counselor, nutrition educators, and/or nutritionists. Documents all services in FL WISE using SOAP format in accordance to local agency policy and DHM 150-24. Tracks all prenatal clients and appropriately assigns WIC clients to breastfeeding peer counselors.


Trains and coordinates breastfeeding peer counselor staff and program. Mentors breastfeeding peer counselors and provides routine follow-up, guidance, continuing education opportunities, and holds monthly meetings. Assures that peer counselors are accurately documenting all services in FL WISE using SOAP format on time and maintains contact with clients by conducting monthly audits on peer counselors’ documentation. Monitors breastfeeding monthly report and submits to Sr. Public Health Nutritionist monthly.

Conducts infant feeding classes and support groups in all outreach sites.


Determines breast pump loan eligibility for WIC clients. Distribute, educate, and maintain records for all breast pumps by completing breast pump loan agreement, issuance log, and record services in FL WISE system. Maintains breast pump inventory and breastfeeding supplies reports and submits to Sr. Public Health Nutritionist monthly. Maintains breastfeeding disaster box inventory reports and submits to Sr. Public Health Nutritionist quarterly.


Provides at least two hours of breastfeeding training for all current WIC staff and all required breastfeeding training for newly hired WIC staff as required in DHM 150-24 and local agency policy.

Complete all required forms and reports such as Employee Activity Reports, timesheet in People First, attendance and leave records, travel expenses, etc. by the required deadlines.

Remains abreast of current concepts and research in the field of lactation and acts as a resource person for the WIC program on matters pertaining to the field of lactation by attending Coalition meetings, breastfeeding trainings, and conferences. Maintain continuing education to fulfill requirements of certification.


Attend required CCHD meetings and participate in WIC outreach events promoting breastfeeding and/or WIC services.

Perform other related duties as assigned and within the realm of the classifications of a Health Educator.


This position is responsible for the secure collection and/ or access to records containing social security numbers.


This position requires that the candidate be a certified as a Lactation Consultant (CLC) or International Board Certified Lactation Consultant (IBCLC).  Have at least 1 year experience working with breastfeeding mothers.  Be willing to travel within Clay County.  Have a valid driver’s license.
