JOB DESCRIPTION:
This is a supervisory position performing duties under the limited supervision of the Vocational Rehabilitation Area Supervisor, Division of Vocational Rehabilitation. Position manages the activities and supervises staff in the Area 7- Hollywood location to ensure the provision of vocational rehabilitation services to individuals with disabilities in order that they may attain or maintain employment. Position will access client information, maintain case records, produce correspondence and perform other automated functions within the position's responsibilities.
“This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with Section 110.205(2)(w), Florida Statutes.”
DUTIES & RESPONSIBILITIES:

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly timesheets and attendance and leave requests for each position under his/her direct report. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
Evaluates the work and quality of casework to ensure that team members work in partnership with eligible individuals to attain a quality employment outcome.
Develops, implements, and enhances unit and individual performance goals consistent with the VR Services mission by providing training, coaching, counseling, performance evaluation, role modeling, and active participation in Area quality assurance initiatives.
Establishes screening and evaluation criteria, following Departmental guidelines, for hiring of the team members.
Provides technical assistance and specialized training to internal and external customers, including employers.
Participates and provides training experiences designed to enhance professional competency in achieving employment outcomes.
Develops strategies using community resources and comparable benefits to achieve employment outcomes.
Manages and oversees financial resources to ensure the effective, efficient, and compliant provision of services in accordance with applicable state and federal regulations, policies, and guidelines. Reviews all data prepared by the unit to ensure accuracy.
Collaborates with community partners, including employers, to develop appropriate and effective use of financial resources and comparable benefits.
Monitors the quality of rehabilitation outcomes for performance evaluations. Provides technical assistance, identifying and analyzing internal and external problems and offers alternative solutions and strategies with individual and/or team involvement.
Facilitates team process improvement to achieve customer independence.
Performs related work as required.
WHO WE’RE LOOKING FOR:
The Vocational Rehabilitation Supervisor-SES is advanced-level professional work supervising vocational rehabilitation counselors and office support staff. At this level, the position works independently on a variety of complex tasks under limited supervision, performing a variety of complex tasks where general policies may not have been previously established and standard methods may not be available. The work requires extensive knowledge of counseling techniques and practices. The work involves spending the majority of time planning and directing the staff's work; communicating with, motivating, training and evaluating employees; and having the authority to recommend hiring, transfers, suspensions, promotions, and disciplinary actions. The employee may use skill in developing methods and procedures for special applications or functions.
MINIMUM QUALIFICATION
Minimum Requirements:
Professional Experience
Work with individuals with disabilities in advocacy and/or employment-related roles.
Education
- Bachelor's degree in the following fields: Counseling, Business, Psychology, Education, Public Safety, or Criminology and 2 years of professional experience.
OR
- Master’s or Doctoral degree in relevant fields and 2 years of professional experience.
Knowledge, Skills & Abilities:
Knowledge of the theories and practices in vocational rehabilitation guidance and counseling; interviewing techniques; medical and psychological aspects of disability groups; principles and techniques of effective communication; employment resources and vocational rehabilitation resources; and methods of compiling, organizing and analyzing data.
Ability supervise people, determine work priorities, plan and organize work assignments, ensure proper completion of work assignments, train others, assess training needs and develop and conduct training programs, utilize problem-solving techniques, develop and monitor programs and their effectiveness, recommend policy and procedural changes, understand and apply applicable rules, regulations, policies and procedures, understand interviewing clients in order to determine eligibility for vocational rehabilitation services, compiling, organizing and analyzing medical, vocational, and psychological data, providing counseling and guidance in the area of career planning, assessing test results, administering tests and analyze results, developing individualized plans for employment (IPE's) for severely disabled clients, placing clients in appropriate vocations, communicate effectively, establish and maintain effective working relationships with others.

LEAVE INFORMATION: SMS/SES
- Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
