Your Specific Responsibilities:
The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pasco County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Ensures all Information Technology (IT) systems are maintained, operational and available for use during hours of operation. Responsible for ensuring technical support phone calls made to the IT department and work Help Tickets are answered and issues are handled in a timely manner. The work is performed through a combination of using technical remote control methods (when possible) or traveling within Pasco County. The position also helps in maintaining the network environment in a working condition, conducts on-site reviews of compliance to system standards, protocols and procedures established by the Department of Health. Incumbents may also assist other network support / server specialists to install and implement network equipment and configuration changes.
Acts as the:
- Appointed IT System Administrator preparing short term and long term work plans adhering to the DOH IT Strategic Plan ensuring DOH-Pasco IT needs are reviewed with management team. Coordinates with budget managers and program manager to ensure approved systems are working in compliance with the Health Department standards.
- Act as the Information Security Coordinator (ISC) responsible for information security/privacy events including but not limited to the responsibilities identified in the Department of Health Information security and Privacy Policy, DOHP 50-10.1-16, VI.D.6
- Local IT Disaster Recovery Coordinator responsible for planning and directing the detailed information technology activities before, during, and after a disaster.
- Information Custodian for MIS and assigned information sets; maintains confidentiality of the information in accordance with state and federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security-3V, Sec. 1-3.
Responsible for:
- Install and diagnose problems on computers, printers, scanners, iPhone devices, wireless cards, etc. ensuring devices connecting to DOH networks comply with the requirements established by DOH.
- Installs, configures, and support software on desktop, laptop, and file servers.
- Resolve software configuration issue including the setup and maintenance of Video conference equipment.
- Manage users in Active Directory (AD) objects and containers timely creating, updating and deleting user accounts when changes in personnel occur.
- Overseeing the administration and operations of the Health Management systems and performs backup duties as required (management & removals of HMS user accounts ensuring mandatory updates are installed in HMS in a timely fashion).
- Has access to AMS and responsible for annual IT inventory
- Submitting Communications Service Request (CSR) and Information Resource Requests (IRR). Reviewing needs assessments request for technology related software and hardware.
- Assists with IT budget and determines operational needs for the fiscal year
- Uses computer and network diagnostic techniques to determine performance issues and resolve continuing issues
- Creates, manages, and provides training for new IT systems and/or processes (i.e. SpNS client webpage, electronic forms, client portal site)
- Maintaining and updating a communications page to streamline processes, reduce call backs, communicate tips and tricks, and major IT projects.
- Performs Help Desk support to internal computer users, Remote users such as Volunteer Health Services, and WIC Outreach Sites through phone support to DOH-Pasco employees and guest access through Aruba Wireless network.
Able to:
- Assess and takes action related recommendations on IT equipment, server rationalization, repurpose current equipment for optimal use. Assists with installation of computer equipment and software as needed.
- Provide technical support for systems relating to database development and management, data quality assurance.
- Maintain a working knowledge through the participation of statewide trainings and conferences enhancing knowledge base to efficiently implement improvements in DOH-Pasco.
Acknowledge that all information held in health records is confidential, with access governed by state and federal laws. Confidential information includes the client’s name, address, medical, social and financial data and services received.
Performs other duties as required.
In the event of a disaster, this health department is required to assume specific responsibilities during and after the event. This employee will be expected to report for duty during and/or after the disaster as needed.
