Your Specific Responsibilities:

 

This position reports to the CHD Assistant Administrator. The incumbent is an employee of the Florida Department of Health in Pasco County (DOH-Pasco) and represents the agency and its vision and mission.  The incumbent is part of the public health system and is expected to exhibit innovation, collaboration, accountability, responsiveness, and excellence in a diverse, dynamic work environment.  This position is in the Health Protection & Response Division (HP&R) located in the Summit office and is a countywide position serving all DOH-Pasco locations including Hudson, Dade City, and Wesley Chapel.  This is a highly responsible position that manages agency physical resources, assures security and safety of operations and staff, analyzes costs, formulates processes and policies, and serves in a leadership role in public health preparedness and response. 

 

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

Directly supervises the Facilities Services Specialist and the OPS Facilities Services Specialist by evaluating their performance and motivating them to provide and improve the quality and quantity of work performed through communication on a regular basis both individually and through staff meetings. Completes all performance appraisals for assigned staff within agency's time frame in accordance with DOH policy.  Ensures coverage at all times of all positions within the department. Makes recommendations and implements actions to improve deficiencies in areas that are under the incumbent's supervision.  Such recommendations and\or actions may lead to discipline of subordinates.  Trains employees to ensure that functions are performed effectively and efficiently.  Conducts staff meetings and prepares minutes for distribution.  Assigns duties to staff and ensures that staff completes those duties efficiently and effectively. Prepares and submits a monthly operations report to the supervisor, describing activities, staff commendations, progress towards goals and performance measures, issues and concerns along with recommended solutions. Participates in conferences, teleconferences, conference calls, and meetings. Ensures subordinates attend training as appropriate.

 

Oversees and manages building renovations, courier services, housekeeping, and repair projects which includes investigating, assessing, analyzing, and making recommendations to resolve issues. Oversee the coordination with Pasco County Government facilities regarding building management and maintenance. Ensures work is performed promptly and adequately. Oversees, manages, and coordinates office moves in cooperation with DOH-Pasco programs and divisions to reduce impact to daily operations. Ensures security of DOH-Pasco facilities, tracks, and revokes access to the buildings when staff changes occur, maintains key logs, key inventory, and key assignments (if applicable).   

 

Serves as the DOH-Pasco Local Safety Coordinator. Is responsible for monitoring and overseeing all safety-related issues and programs including annual fire drills, required building safety inspections, creating after-action reports, and implementing improvement strategies.  Assures compliance with Department of Health Workplace Safety and Loss Prevention Program Requirements. Prepares Department of Health Workplace Safety and Loss Prevention Program Survey yearly. Prepares all reports to be submitted to DOH headquarters or local officials for review by Supervisor within required timelines. Chairs the DOH-Pasco Safety and Vehicle Utilization Committees.   Oversees the monitoring and analysis of fire and life safety issues in the workplace and that security and alarm systems are complying and meet operational goals.

 

Oversees the management of non-technological inventory in compliance with The Management of State Property policy DOHP 250-11-15. Oversees verification of annual inventory and requests new asset ID tags from the Clerk of the Court when new inventory items are purchased.  Oversees proper disposition and reporting of property according to County/State guidelines.

 

Manages proper inspections, appropriate reporting, and maintenance of all Pasco County Fleet. Ensures our fleet (utility equipment, vehicles, and trailers) are in proper order and oversees the maintenance of them. Mechanical requirements to include light vehicle mechanical work and building maintenance work as needed. Needs to have the ability to drive large vehicles and tow trailers.

 

Oversees duties of the Facilities Services Specialist related to Public Health Preparedness and response.  Serves in a leadership role in the logistics section of the DOH-Pasco Incident Command System.  Manages a logistics team.  Contributes to preparedness plans, drills and trainings, after-action reports and ESF8 functions.

 

Receiving of daily freight which can and does include medications that requires temperature sensitivity. Ensures all freight is checked in properly within the MFMP site and delivery to departments in a timely manner.

 

Performs other related duties as needed.  Monitors compliance of the mandatory requirements of Chapter 3A-24 of the Florida Administrative Code.

Qualifications:

 

Minimum - This position requires reaching, bending, stretching, twisting or stooping and must be able to lift heavy, bulky packages, some in excess of 50 pounds.  Must have a valid FL Driver’s License. 

 

Preferred - Ability to operate a forklift machine.
