Your Specific Responsibilities:

 

The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pasco County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation.  Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.

 

This position will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing subordinate’s work, approving leave, staff scheduling, travel requests, and taking disciplinary action as appropriate. This position will assist clinical supervisors and program managers with the day-to-day operations of their clinics and various programs. Assists in the development and monitoring of budgetary activities for the Dade City and Wesley Chapel clinics.  Assists in the preparation of the annual budget for the clinics with the support of Business Office staff, the Executive CH Director of Nursing and the Health Center Administrator. Makes budgetary adjustments as recommended or necessary; Utilizes FIRS and HMS software to monitor staffing numbers to clients, services and expenditures; Initiates necessary controls and corrective actions.

 

The incumbent in this position performs independent and complex Nursing Supervisory work providing administrative oversight and management of the Pasco DOH in Dade City and Wesley Chapel clinics servicing adults and children. The incumbent will have extensive knowledge regarding Adult/Child Health services and follow DOH Policies and Procedures. The incumbent must have expertise and directs and provides oversight with the Immunization Program, Immigration Physical rules and regulations, School Health, Title X Family Planning Program, HIV/AIDS, TB, Refugee Health, STD and Child Health clients including well-child physicals, maintenance of Medication Room, case management, program analysis, planning and development, monitoring, quality assurance, evaluations, budgeting, provider relations, networking, and public relations.

 

Resolves problems and conflicts in the work environment; Rewards employees or takes disciplinary action as appropriate. Trains subordinates to ensure that job functions are performed effectively and efficiently. Ensures coverage at all times of all positions within the Department. Evaluates employee’s performance and motivates them to both provide and improve the quality and quantity of work performed through communication on a regular basis both individually and through staff meetings. Completes all performance appraisals in accordance with DOH Appraisal System time frames. Participates with employees in developing work goals and objectives; Advises and counsels employees about career growth and development.  Provides orientation and training to new staff according to general policies, programs, and procedures. Assure staff are cross trained and able to work in clinic sites countywide.

 

Consults with Peers and staff members to develop solutions to support the achievement of overall objectives and contribute to high performance in operational activities; this includes communicating and training on planning workflows, conversion to electronic health records, deadlines, work objectives and time utilization with staff. Manage the development of new programs and improvements in existing programs to meet client needs more effectively and more efficiently. Provides for sufficient materials and supplies and supervises the ordering, storing, safeguarding, and maintenance of supplies, equipment, etc.  Monitors the clinical environment to insure a healthy, safe, secure, and attractive environment in the office.  Participates with other county health department divisions and community agencies in developing cooperative programs and providing integrated services.  Consults with the Executive CH Director of Nursing and Health Center Administrator concerning workload, clinics, old and new programs, accomplishments and problem solving. 

 

Seeks to improve own personal development through formal and informal methods.  Instructs nursing staff in skills and abilities needed to upgrade their competencies. Coordinates with faculty members for the student activities within the health department, serving as role model and facilitator. Attends and or conducts workshops, meetings, and conferences.  Serves on committees as delegated by Executive CH Director of Nursing. 

 

 

Provides directs clinical services to various clients including assessment, planning for continuing care, counseling, instruction, referral and follow-up; Develops plans and goals for nursing services based on nursing diagnosis, advises on care and management of illness and/or preventive health services; Instructs and evaluates the nursing staff in developing and maintaining patient care records using the nursing process and problem-oriented record method utilizing electronic health record i.e HMS including ordering of diagnostic tests, e-labs, and e-prescribe. Makes appropriate referrals for client services and transfers care as directed; refers clients with abnormal findings to M.D. or ARNP. Provides consultation and coordination of services within state guidelines for clients with physicians and health-care personnel in providing or accessing appropriate health care treatment; Advocates for public health issues in Pasco County; assures appropriate referral and follow-up as an integral part of service delivery. 

 

Performs other duties as required such as but not limited to incoming and outgoing correspondence, phone calls, etc.  Adheres to security and confidentiality policies and procedures of the Department of Health-Pasco County, ensuring client confidentiality and information security for all sites following HIPAA rules and regulations

Qualifications:

 

  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464.
