CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program. 
  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.

  6. Must be able to pass a Department of Juvenile Justice Background screening/test.

MINIMUM REQUIREMENTS:

  • A High School Diploma or equivalent; AND

DUTIES AND RESPONSIBILITIES:

  • The Assistant Chief of Training / Health & Safety Officer is responsible for developing, implementing, and managing all aspects of the department’s training, health, and safety programs. This position ensures that personnel meet Department of Defense (DoD), Air Force, NFPA, and OSHA standards for operational readiness, safety, and professional development. The incumbent reports directly to the Deputy Fire Chief and Fire Chief, serving as a critical member of the command staff.
  • Training Program Management: Develop, implement, and evaluate the annual training plan in accordance with DoDI 6055.06, DAFI 32-2001, and NFPA 1001/1021/1500/1710 standards. Coordinate, schedule, and track all required firefighters, officer development, EMS, and specialized training. Maintain training records in FES-IMS and ensure documentation accuracy for inspections, audits, and readiness reports. Lead live-fire, aircraft, hazardous materials, and technical rescue training evolutions. Ensure instructor certifications are current and manage Train-the-Trainer initiatives.
  • Health & Safety Program Oversight: Develop, implement, and evaluate the annual training plan in accordance with DoDI 6055.06, DAFI 32-2001, and NFPA 1001/1021/1500/1710 standards. Coordinate, schedule, and track all required firefighters, officer development, EMS, and specialized training. Maintain training records in FES-IMS and ensure documentation accuracy for inspections, audits, and readiness reports. Lead live-fire, aircraft, hazardous materials, and technical rescue training evolutions. Ensure instructor certifications are current and manage Train-the-Trainer initiatives.
  • Administrative & Compliance Management: Develop and update SOPs, SOGs, and training/safety policies. Prepare reports for the Fire Chief, wing leadership, and inspection teams. Manage the budget for training equipment, PPE, and health/safety program needs. Coordinate with state HR, DMA, and union representatives on training or safety-related compliance issues. Track trends and provide recommendations for leadership on future resource and staffing needs.
  • Leadership, Mentorship & Special Projects Emergency Response: Respond to all emergencies in accordance with SOGs/SOPs and mutual aid agreements. Suppress aircraft, structural, vehicle, and wildland fires. Provide HazMat, WMD, and contingency responses (terrorism, hijacking, bomb threats, etc.). Conduct aircraft emergency operations including crew/passenger rescue, forcible entry, manual shutdowns, and arresting system rewinds. Administer emergency oxygen, control hazardous spills, and operate safely in aircraft danger zones. Respond to alarms, perform investigations, search/rescue, and support suppression systems. Provide vehicle extrication, spill control, and emergency shutdowns. Deliver EMS within scope of training, including basic medical checks for base personnel.
  • Leadership & Management: Oversee daily operations of the fire department, ensuring personnel, apparatus, and equipment readiness. Direct and support subordinate supervisors in executing fire department programs. Ensure compliance with federal, state, DoD, and AHJ standards. Coordinate and communicate capabilities with base leadership, local, state, and external agencies. Develop and maintain SOGs, policies, agreements, and mission-critical documentation.
  • Administration & Oversight: Maintain records, prepare reports, and contribute to policy development. Conduct inspections of personnel, PPE, quarters, apparatus, and equipment. Participate in department maintenance, readiness checks, and operational improvements.

 

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of Personal Protective Equipment and limitations. 
  • Knowledge of self-contained breathing apparatus. 
  • Knowledge of hazards associated with aircraft and structural firefighting. 
  • Knowledge of proper agent selection and conditions for use. 
  • Knowledge of steps involved in pilot egress procedures, various equipment required for egress and different types of egress. 
  • Knowledge of entry techniques, search patterns, and victim removal. 
  • Knowledge of forcible entry equipment. 
  • Ability to perform, at a minimum, first aid on a victim. 
  • Ability to perform daily and after-operation inspections. 
  • Ability to operate fire, crash/rescue vehicle in a safe manner. 
  • Ability to perform minor maintenance on vehicle. 
  • Computer skills such as MS Word, Excel, e-mail, etc.
