The primary function of this position is to provide a high level of professional expertise to a complex multi-program survey process.  This survey process will include all responsibilities for state licensure of medical laboratories in Florida and also include responsibilities for the certification requirements to participate under Clinical Laboratory Improvement Amendments (CLIA).  This position will be required to perform these duties as a team member or individually as assigned.  The position may serve as, or be assigned to a team leader, other guidance or control during the assignment only.

Conduct on-site visits and inspections of clinical and medical laboratories to determine whether they comply with the technical and administrative requirements of the Conditions of Clinical Laboratory Improvement Amendments (CLIA) certification.  Documents all findings.

The primary area(s) of survey activity will include the counties covered by the Jacksonville Area Office:  Nassau, Duval, Baker, Clay, St. Johns, Flagler, Volusia,  as well as five additional counties: Alachua, Marion, Putnam, Bradford and Union. The incumbent will also be required to travel throughout the state as needed for training and survey activity.

Performance of surveys of clinical laboratories or other health care facilities as assigned for Federal certification of the Medicare and Medicaid programs.  Reviews files prior to the visits; coordinating with team members concerning objectives of the visit when application; making detailed observations of the facility during the visit and documenting findings.  Ensures to completion/resolution all duties and responsibilities related to facility surveys from initial to final action.

Conducts follow-up visits to facilities to evaluate correction of deficiencies within mandated time frames, conducts complaint investigations and unannounced appraisal-surveillance visits to determine compliance with Federal regulations .  Prepares applicable reports upon completion of visit.

Assists the Area Office management staff in the development and preparation of technical standards and reports, procedural instructions, educational and technical material and related professional information.  Train staff in methods for performing surveys and complaint investigations.  Performs other related duties as required.

  • Knowledge of the terminology, principles, techniques and equipment used in clinical analysis and testing.
  • Knowledge of the methods of data collection.
  • Ability to effectively communicate with professional laboratory personnel and providers of laboratory services.
  • Formal education and experience as required by class specifications.
  • Ability to analyze data and compile reports, and knowledge of laboratory operations.
  • Must be knowledgeable of the principles of documentation and management.
  • Skills are needed in the techniques of oral communication, especially attentive listening; interview procedures; team dynamics; and methods of documentation review.
  • Ability to travel as needed, with or without accommodations.
  • Ability to utilize microcomputer equipment and software to enter, retrieve and manipulate data required to perform licensure and certification functions.
  • Ability to ambulate, bend and lift up to 25 pounds on a regular basis (laptop computers, manuals, etc.) with or without accommodations.
  • Ability to work, on occasion, before and after normal work hours, including weekends and holidays.



  • At least two years laboratory experience.
  • A bachelor’s degree from an accredited college or university in Biological Science or Clinical Laboratory related field is preferred.
  • Preference given to applicants who have worked 4 or more years in a clinical or medical laboratory.
  • Preference given to an American Society for Clinical Pathology (ASCP) certified Medical Technologist or a Clinical Laboratory Scientist.
