DESCRIPTION:

The Office of Fidelity, Accountability, and Support is seeking an individual with knowledge of or experience with Florida Department of Juvenile Justice, who will serve as the supervisor, assigned to assess the performance of services provided to Department youth in provider-operated programs or state-operated facilities. This position will serve as the agency’s expert and liaison to contracted providers on the use of research-informed and evidence-based services for youth and the Standardized Program Evaluation Protocol (SPEP).

 

 

DUTIES AND RESPONSIBILITIES:

Incumbent of this position supervises employees, spends most of the time communicating with, motivating, training, and evaluating employees, planning, and directing employees’ work and has the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline subordinate or effectively recommend such action.

 

Leads and oversees all Standardized Program Evaluation Protocol (SPEP) processes for the agency.

 

Creates and maintains SPEP classification documents, delinquency interventions and treatment sessions tables, primary service designation forms, and other needed documents for use internally and by multiple program areas and offices. Ensures all documentation is available with the Programming and Technical Assistance SharePoint site as well as the Contracts SharePoint site. Implements a comprehensive process to include history tracking of key data elements across years. Coordinates and oversees each SPEP on-site annual review is completed accurately and timely and aids with pre-review organization, any issues identified during review, and after review follow-up and tracking.

 

Compiles all final annual SPEP reports to include dosage calculations, risk level of youth served calculations, and program optimization percentages. Analyzes dosage of each service received by each youth to measure adherence to SPEP targets and works with programs to continually improve service delivery. Completes ad-hoc dosage check-ins for programs to ensure programs are providing the correct services, in the correct dosage.  

 

Reviews confidential juvenile records/facility reporting (i.e., Central Communication Center (CCC) and Juvenile Justice Information System (JJIS) Reports) for information pertaining to service delivery. Utilize restricted information/data to determine whether appropriate action was taken and potential need for re-training or other assistance.  Gather information related to Juvenile Justice Information System improvements needed and monitor progress made to improve risk assessment processes.

 

Monitors the research literature for new and improved delinquency interventions and programs and apply this knowledge to department practices.  Utilizes advanced knowledge of research methods, standards of evidence, and inferential statistical to evaluate published research on interventions to determine the level of evidence for a variety of interventions. Provide leadership and seek to introduce and implement evidence-based treatments and practices within each branch, and an evidence-based comprehensive case management system benefiting the entire Department.

 

Assist in providing technical assistance and in the development of an outcome-based corrective action plan (OBCAP), if applicable, and assist with verification monitoring site visits to determine compliance with the OBCAP and provide information to the program area, contract manager, and program/provider.

 

Creates and implements all SPEP training to include new provider training, management and oversight training, and annual refresher training. Creates and implements the use of a database of “master” quality reports for various services and variation to be used for consistency across providers and programs.

  • Oversees the use of the Evidence-Based Services module in JJIS.

 

  • Coordinates and participates in meetings, committees, training events, workgroups, peer reviews, and task force groups to ensure the on-going success of SPEP.

 

Lead projects with providers, researchers, and internal and external stakeholders to address best dosage practices.

 

Serves as the delegate for the Director of the Office of Fidelity, Accountability, and Support. Attends, participates in meetings, trainings and other initiatives related to professional development as authorized by management. 

 

Serves as a peer on annual compliance or supplemental programmatic monitoring reviews.

 

Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:

Knowledge of inferential statistical methods, social science research methods, and standards of evidence and knowledge of criminogenic risk factors, basic principles of cognitive behavioral therapy, motivational interviewing techniques, and evidence-based practice. 

 

Knowledge in the area of implementation process and program readiness for change.

 

Knowledge of basic management principles, ability to communicate effectively verbally and in writing, and ability to provide clear and precise directions.

 

Ability to understand and apply rules, regulations, policies and procedures relating to operational activities.

 

Ability to gather and organize data into a logical format for presentation in reports, documents and other written materials.

 

Ability to use desktop and laptop computers, tablets, cell phones, and various audio-visual equipment and the MS Office software suite.

 

Ability to use the Juvenile Justice Information System, including the PMM system.

 

Ability to meet deadlines.

 

Ability to maintain confidential information.

 

Ability to take lead role on projects.

 

Skill in building interpersonal relationships.

 

Incumbent must have ability to travel (overnight) throughout the state as needs arrive, on short notice.

 

PERFERRED QUALIFICATIONS OF THE POSITION:

A bachelor’s degree and two years of professional experience in juvenile justice delinquency, prevention, probation, residential services, or quality improvement.

 

Experience using Microsoft software.
