Your Specific Responsibilities:

This is an independent professional position that functions with a limited supervision and exercises an independent judgment while performing activities under several environmental health programs and is under the direct supervision of Environmental Manager-SES. This position is responsible and accountable for providing Oversight of Water Section Programs, such as but not limited to Pool Inspections, Limited Use Water inspections, Well Surveillance, Healthy Beaches, Mobile Home/Recreational Vehicle Parks, Sanitary Nuisance Complaints, Rabies Prevention and other special assignments as needed. This position functions as a specialized and consultative professional position performing work independently within a participative management structure for a general Environmental Health Program. Field work of highly technical nature is performed and accomplished independently with limited supervision by the immediate supervisor. While this is not a supervisory position, the incumbent provides technical assistance and guidance to EH staff in a peer review fashion.

Provides guidance and oversight of the Limited Use Water and SUPER Act Programs, ensuring that inspections are conducted properly, samples are collected in on time, and that program requirements are met. Assists in reviewing applications for Public Supply Wells and Limited Use Systems. Conducts site inspections of Limited Use PWS, and if applicable, Mobile Home/RV Parks to determine their compliance with applicable rules and regulations while following programmatic policies and procedures. In addition, completes investigations related to alleged violations of rules or regulations associated with these facilities. Coordinates activities to ensure meeting FDOH required quota for inspection rates. Issues orders for corrective actions when necessary and conducts follow-up inspections as warranted. Advises and assists Limited Use PWS owners/operators on matters related to their systems. Reviews and evaluates permit applications and associated documents for the issuance or denial of these applications in accordance with programmatic policies and procedures and applicable Florida Statutes and Florida Administrative Codes. Initiates and coordinates enforcement actions with the Divisional Enforcement Officer. Coordinates and consults with other State, County, and local officials as needed.


Provides guidance and oversight of Public Swimming Pools, Spas and Public Bathing Places, including qualitative field chemical analyses, to determine their compliance with applicable rules and regulations while following programmatic policies and procedures. In addition, completes investigations related to alleged violations of rules or regulations associated with swimming pools/spas and bathing places. Coordinates activities to ensure meeting FDOH required quota for inspection rates. Issues orders for corrective actions when necessary and conducts follow-up inspections as warranted to determine if they have come into compliance with applicable rules and regulations. Provides technical guidance to pool operators, pool building contractors and design engineers as needed. Reviews and evaluates permit applications and associated documents for the issuance or denial of these applications in accordance with programmatic policies and procedures and applicable rules and regulations. Initiates and coordinates enforcement actions with the Divisional Enforcement Officer. Coordinates and consults with other State, County, and local officials as needed.


Conducts routine inspections of other regulated entities such as Cemeteries, Beach Sampling, Mobile Home Parks/RV Parks/Recreational Parks. Advises owner/operator on corrective procedures for violations that jeopardize the health/safety of clients, residents, or tenants. Recommends approval or denial of annual State Operating Permits based on mandated inspection results.


Works with the Environmental Manger on projects as directed. Participates in ad-hoc team, special project team, and program team meetings as required. Performs all other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

Computer skills including but not limited to Microsoft Office, Environmental Health Database (EHD & EHDMA), HMS, On-line request forms and documentation. Knowledge of basic scientific terminology and sampling procedures. Strong technical data review skills. Strong public relation and leadership skills. Ability to determine priorities. Ability to handle stressful situations. Strong problem-solving skills. Ability to plan, organize and coordinate work assignments. Ability to effectively communicate and maintain good working relationships with others.

 

Qualifications:

  Minimum:

  • Must have a Swimming Pool Certification.
  • Must have HAZWOPER Certification. 
  • Must be a Certified Environmental Health Professional as required per s. 381.0101
  • Must have a valid current Florida Driver’s License is required. 
  • Bachelor of science with a degree in natural, physical, environmental or life science is required with at least 30 semester hours or 40 quarter hours in the sciences.

   Preferred:  

  • OSTDS and/or Food Hygiene Certification is desired but not required to perform activities assigned to this position.
