This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position has direct oversight of over field investigative activities related to reported lab results for sexually transmitted diseases (STD). The incumbent acts as a liaison with hospitals, clinics, and the state Division of Disease Control and Health Protection. Under the leadership of the Disease Control Director, this position also works in conjunction with other members of the local Disease Control team to ensure the health and safety of the community.

As the STD Field Operations Supervisor, the incumbent has regional responsibilities in oversight and technical assistance of Area 4 which includes frequent contact with other local health departments, technical assistance, and provision of resources.

This position performs Pre and Post test HIV counseling and provides Partner Counseling Referral Services (PCRS) in accordance with STD program policy to a wide variety of individuals with or at risk of an STD, HIV/AIDS, Gonorrhea, Chlamydia, Syphilis or other bacterial, biological and/or viral agent. Provide STD technical assistance to all Area 4 County Health Departments.

Conduct interviews, provide partner services, perform field investigations, PREP, NPEP, Test and Treat navigation and field testing for Syphilis and HIV, or other bacterial, biological, or viral agents. Requires extensive knowledge of disease intervention practices, counseling techniques and social work principles and practices.

Prepares and maintains timely and accurate reports. Completes these reports as required by the STD/HIV Program. Performs data entry activities in STARS to assist in the monitoring and tracking of clients. Utilizes HMS to record search laboratory results of patients reporting to the STD/HIV clinic and those who have been tested in the field because they are contacts with persons with positive labs. The position can review, update, and release data.

Conduct formal field audits, pouch audits, interview audits, pre and post testing audits to evaluate employee effectiveness/skill set and recommend corrective measures as needed. Provides prompt oral and written feedback detailing strengths and needs improvement to the employee, and Disease Control Director.

Assists the Disease Control team (i.e. Director and CQM) in monitoring trends in STD/HIV/TB reporting from public and private physicians, laboratories, hospitals, and health department clinics to identify potential problems and seek immediate solutions. Routinely monitors case and laboratory reports from public and private health providers to ensure compliance with established statutes, rules and/or regulations. Coordinates visitation to health care providers and laboratories who are not in compliance with established statutes, rules and/or regulations as needed or required.

Responsible for securing the designated information sets for the purposes of protecting confidentiality, data integrity, and reasonable access, for all information, both confidential and public record, which is stored in hard copy or electronic formats.

Provides support services not considered part of routine or expected duties that facilitate the STD control efforts, including but not limited to: Epidemiological assistance to other CHD’s or program areas, public health awareness and emergency response situations.

Responsible for the supervision of staff including hiring, conducting performance evaluations, planning, and directing their work, approving leave, and taking disciplinary action or effectively recommending such actions.

Provide training, coaching, and development in learning and practicing skills that are essential disease intervention and prevention of STIs including HIV to staff. Communicates in writing, in person, and through electronic means concisely and positively. Takes initiative to multi-task with accuracy.

Participate in outreach events and presentations throughout Area 4. This will entail planning, coordinating staff and services, storing, and maintaining supplies, and traveling throughout a five-county region in northeast Florida.

Qualifications:

Minimum:

  • Complete 500/501 HIV Counseling and Testing class: F.S. 456
  • A current and valid driver’s license.
  • Reliable transportation required.
  • Must have five or more years of experience working in a communicable disease, disease investigation, public health, healthcare, or appropriately similar setting .
  • Must have a minimum of two years of experience supervising a team or serving in a lead role capacity.
  • Must have experience with working in/or with surveillance or disease reporting systems.
  • Completion of STD PASSPORT training class within 6 months of hire.
