Government Analyst I, Position Number 64033886.  Jacksonville, Duval County

Your Specific Responsibilities:

The Bureau of Vital Statistics provides for the statewide registration of all Florida vital record events, which includes all Florida births, deaths, fetal deaths, marriages, and divorces.  The bureau issues more than 2.8 million certified copies annually.  A centralized database allows all 67 counties to issue birth certifications, 1850 to present: death and fetal certifications, 2009 to present. Marriages, and divorces, 1927 to present, are available for certification from the state office.  The bureau maintains more than 22 ½ million vital records.  The bureau produces routine and special analysis and reports of vital statistics data; provides policy, procedure and monitoring of 67 county local registrars of vital statistics; 118 birthing hospitals; funeral directors, medical examiners and certifying practitioners; and numerous tax collector offices, in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.

Position Description

This position independently, under the general direction of the Administrative Services Administrator is responsible for multiple duties.  Theses duties include monitoring, analyzing, reporting, assisting and support the Administrative Service Unit, Bureau of Vital Statistics as well as the Division of Public Health Statistics and Performance Management.

Serves as the Contract Manager for all contracts that are created or awarded to the Bureau of Vital Statistics.  Responsible for managing, monitoring and reporting on all contracts according to Department of Health (DOH) policy and procedures.

Serves as Records Management Liaison Officer.  Responsible for maintaining the Vital Statistics statewide records retention program and forms management in accordance with Department of Health (DOH) standards.

Serves as Information Security Coordinator. Develops and conducts security awareness training for all staff and ensures staff is up to date with required training courses through TRAIN System, including maintaining the employee training database and spreadsheets.  Develops internal security and control operating procedures for systems and disseminates Department of Health (DOH) security policy and procedures in accordance with Vital Statistics IT Section.

Works with the Administrative Services Unit by assisting in fiscal and budget responsibilities.  Assist in the preparation of legislative budge requests.  Reviews and provides analysis on operating budget needs.

Coordinates and interacts with the Safety Program Consultant with the Bureau of Public Health Laboratories and Administration to plan, review, develop and improve the security program for the Bureau of Vital Statistics complex.

Work with and interacts with the Vital Statistics COOP Coordinator. Duties are to review, plan, develop and update the COOP annually with the Bureau’s Leadership team.

Assists the Vital Statistics Administrator, Section Administrators and other professional staff by providing qualitative, quantitative analysis, other special assignments and research requested by the Vital Statistics Administrator.

Perform other related work and assignments as required.

Excellent customer service skills and knowledge of Office 365 products such as Word, Excel and Outlook.
